Job summary

Caltrans in California is seeking a Senior Transportation Engineer (Supervisory) to lead the PS&E development for Maintenance initiated projects, supervise transportation engineering staff, and drive on-time delivery.

The role involves coordinating with district offices, DOE, and HQ, reviewing plans, estimates, and addenda, and ensuring compliance with state standards while supporting RTL and CFD project delivery.

Qualifications

• Knowledge of capital and maintenance project delivery, and/or preparation of project initiation documents/project reports, working through construction phase of projects.
• Knowledge of highway engineering including pavement preservation and rehabilitation treatments, pavement distress identification, and drainage preservation/reconstruction projects.
• Familiarity with bridge maintenance projects including preparation of bridge preservation/maintenance project initiation documents based on SM&I reports.
• Ability to schedule milestones and prepare PS&E for Capital, HM, Minor A/B, and Director’s Order projects to meet delivery goals within budget.

Responsibilities

• Develop PS&E for HM and other projects under supervision.
• Review ~30% of Maintenance projects for RTL status with DOE and provide comments/addenda.
• Coordinate with PEs, DOE, and HQOE to finalize PS&E and respond to bidder inquiries.
• Ensure PS&E are complete, conform to standards, and ready for HQOE submittal.

Job Description And Duties

Under the direction of the Supervising Transportation Engineer, the incumbent will work on developing Plans, Specifications & Estimate (PS&E) for various Maintenance initiated projects. This work will involve supervision of transportation engineering staff. The incumbent will be responsible for delivery of Highway Maintenance (HM) Contract for Delivery (CFD) projects, Minor A & B projects, and preparation of Project Initiation Reports (PIR) for HM and other projects. Other major responsibilities include reviewing approximately 30% of the Maintenance Engineering initiated projects that will be going through the District Office Engineer (DOE) for Ready to List (RTL) status. This includes review of draft plans, estimates, providing comments and producing specifications so that Plans, Specifications and Estimate (PS&E) can be circulated. The position requires working with Maintenance project engineers (PE), functional units, and DOE to develop final PS&E's that are complete, in conformance with standards, and satisfactory for submittal to the Headquarters Office Engineer (HQOE) for advertisement and award. This also includes follow up with HQOE following the submittal of projects, coordinating with PEs for addressing bidder inquiries, and preparation of addenda. PARF #04-27-0377 / JC- 530832

Special Requirements

• The position(s) require(s) a(n) Professional Engineer Registration in California License. You will be required to provide a copy of your license prior to being hired.
• Possession of a valid driver's license is required when operating a State owned or leased vehicle.
• Statement of Qualifications (SOQ) is required. Failure to submit a Statement of Qualifications will disqualify candidates from the hiring process. The Statement of Qualification (SOQ) should not be more than 2 pages. The font size should not be less than 12. The SOQ should address the following four questions separately and in order:
• Demonstrated knowledge and experience of various phases of capital and maintenance project delivery, and/or preparation of project initiation documents/project reports, working through construction phase of projects
• Demonstrated knowledge and experience in highway engineering including pavement preservation and rehabilitation treatments, pavement distress identification, various pavement resurfacing treatments, drainage preservation and drainage rehabilitation projects
• Familiarity with bridge maintenance projects including preparation of bridge preservation/maintenance project initiation documents based on Structure Maintenance & Investigations (SM&I) reports.
• Demonstrated knowledge and experience in scheduling project milestones, preparation of plans, specifications, and estimates (PS&E) for various Capital, HM, Minor A and B, and Director’s Order projects to meet project delivery goals, within allocated support and capital costs.
