Job summary

ATC is seeking a Consultant Construction Program Manager to coordinate and execute major Midcontinent LRTP transmission projects with capital investments over $500 million. You will lead program delivery, governance, and stakeholder alignment across Engineering, Real Estate, Finance, Regulatory Affairs, and Operations to ensure on-time, on-budget outcomes.

Ideal candidates bring 10+ years in project/program management for utility or heavy civil environments, with experience in EPC/EPCM delivery

Qualifications

• 10+ years of experience in project management, program management, construction management, utilities, energy, infrastructure, or related capital project roles.
• Experience supporting utility, transmission, energy infrastructure, EPC/EPCM, engineering consulting, construction, regulated capital project, or heavy civil environments.
• Demonstrated success managing programs or project portfolios with significant budget, schedule, stakeholder, and risk complexity.
• Experience supporting transmission line, substation, greenfield, rebuild, network upgrade, grid expansion, or other major infrastructure projects.
• Strong project controls, forecasting, financial management, documentation, and risk management capabilities.

Responsibilities

• Coordinate strategic program delivery, project controls, stakeholder alignment, financial oversight, risk management, permitting coordination, and contracting strategies for large-scale transmission programs.
• Develop program and project goals aligned with LRTP execution needs.
• Create and maintain project plans, sequencing, schedules, governance routines, and performance measures.
• Coordinate activities with internal teams, utilities, contractors, consultants, regulatory agencies, and other stakeholders.
• Support contracting strategies, including EPC and EPCM delivery approaches.
• Monitor budgets, cash flow forecasts, schedules, risks, issues, and documentation throughout the lifecycle.
• Prepare updates and governance materials for senior management and executives.
• Oversee consultant and contractor oversight, scope definition, project readiness, and continuous improvement.
