Job summary

The Washington State Department of Transportation (WSDOT) is seeking an Internal Controls & Tolling Consultant to manage the Internal Control Program and advise on complex accounting processes in Lacey, WA. You will collaborate with agency leaders and vendors to safeguard financial integrity and enhance toll accounting operations.

Key focus areas include cost allocation, revenue recognition, bond reporting, and ensuring compliance with state and federal accounting requirements.

Qualifications

• Knowledge of GAAP, GASB, and state and federal financial regulations.
• Internal control program design, implementation, and maintenance.
• Experience evaluating complex financial systems and processes.
• Ability to communicate complex financial information clearly.
• Consultation and partnership with agency leaders and staff.
• Ability to manage multiple projects with competing priorities.

Responsibilities

• Monitor and support the financial reporting of statewide tolling accounts.
• Develop, implement, maintain, and administer cost allocation and revenue recognition methodologies.
• Ensure accurate allowance rates are applied in the Allowance for Doubtful Accounts.
• Administer WSDOT's statewide Internal Control Review Program and recommend improvements.
• Partner with financial planning and Toll Division staff to support bond requirements and reporting.
• Provide expert accounting and financial management consultation on complex systems and policies.
• Assist with fund and general ledger reconciliations.
