The Oregon Health Authority (OHA) is seeking an experienced Senior Testing Consultant to support the State-Based Marketplace (SBM) implementation project. The consultant will provide senior-level expertise in test strategy, test planning, User Acceptance Testing (UAT), defect management, quality assurance, and release readiness.
Working with Agile and traditional project teams, this role is responsible for ensuring software solutions satisfy business requirements through comprehensive testing, collaboration with stakeholders, and continuous improvement of testing processes.
Key Responsibilities
- Develop overall testing strategies for projects and releases.
- Define testing scope, entry/exit criteria, quality gates, and release-level testing approaches.
- Develop and maintain comprehensive test plans including scope, schedule, resources, assumptions, dependencies, and risks.
- Provide QA and UAT estimates during sprint, release, and project planning.
- Recommend testing scope adjustments based on project risk and timelines.
Requirements Analysis
- Review business requirements, user stories, workflows, and acceptance criteria.
- Evaluate requirements for completeness, clarity, and testability.
- Maintain Requirements Traceability Matrix (RTM).
- Assess testing coverage across requirements, workflows, integrations, data, security roles, and edge cases.
- Identify quality gaps and recommend improvements.
Test Design & Execution
- Develop and maintain:
- Test Plans
- Test Cases
- Test Suites
- Execute manual User Acceptance Testing (UAT).
- Validate functional and non-functional requirements.
- Conduct regression testing.
- Perform integration testing across applications and interfaces.
- Support exploratory testing and bug hunts.
- Participate in accessibility, security, load, and performance testing activities.
- Prepare and manage test data required for UAT.
- Validate testing readiness across environments, tools, and datasets.
- Document defects with detailed reproduction steps and supporting evidence.
- Assist with determining severity, priority, and business impact.
- Retest fixes and verify resolution.
- Monitor recurring defects and quality trends.
- Escalate unresolved issues and testing risks.
Release Readiness
- Participate in release planning activities.
- Evaluate release readiness.
- Produce testing metrics, summaries, dashboards, and status reports.
- Sprint Planning

Project Managers- Promote continuous improvement of testing standards and documentation.
Required Qualifications
- Bachelor's degree in Computer Science, Information Technology, or related discipline.
- 10+ years of professional IT experience.
- 10+ years of experience in software testing or quality assurance.
- Extensive experience leading User Acceptance Testing (UAT).
- Strong understanding of SDLC.
- Strong knowledge of Agile methodologies.
- Experience creating:
- Test Strategies
- Test Plans
- RTMs
- Test Cases
- Test Reports
- Release Readiness documentation
- Experience with Azure DevOps.
- Experience with Jira.
- Experience performing regression and integration testing.
- Knowledge of accessibility standards (WCAG).
- Knowledge of security and performance testing concepts.
- Excellent analytical and troubleshooting skills.
- Ability to work independently.
- Ability to influence stakeholders and advocate for software quality.
