Job summary

Loch Harbour Group in Washington, DC seeks a Senior Test & Evaluation Analyst to support Air Force Test and Evaluation policy, program management, and financial oversight. You will review technical documentation, facilitate strategy meetings, support budget and PPBE activities, and provide admin support to Foreign Material Program (FMP) activities.

You will work with Action Officers, program managers, and senior leaders to advance AF/TE goals.

Qualifications

• Review technical documentation and formulate technical concepts and methodologies on new tests or projects, including AoA, TEMP, Requirements Documents, test resource plans, Acquisition Strategies, Live Fire, Cyber Resiliency docs, AF directives, and policy memos.
• Review test planning, design, concepts, and resources across specific programs.
• Facilitate and document meetings on T&E strategy, planning, funding, and policy, including agendas, minutes, action items, and process improvements.

Responsibilities

• Identify, recommend, and draft revisions to AF/TE policies and regulatory documents; right-size policy documentation through consolidation or elimination.
• Prepare briefings, talking points, and communications materials using Microsoft Office, per AFH 33-337 standards.
• Communicate professionally across civilian and military leadership levels from Action Officer to SES.
• Perform operational analysis on test concepts; maintain project planning docs and materials.
• Analyze T&E requirements, provide alternatives and recommendations for government decision makers; review life cycle management docs.
• Establish and maintain databases supporting AF/TE program and resource oversight.
• Perform reviews of Joint T&E program docs, including joint feasibility studies and advisory boards.

Loch Harbour Group is seeking a highly motivated Senior Test & Evaluation Analyst to join our team supporting Air Force Test and Evaluation(AF/TE) policy, program management, and financial oversight. As a Senior T&E Analyst, you will review technical and programmatic documentation, facilitate strategy and planning meetings, support budget and financial management activities, and provide technical and administrative support to Foreign Material Program (FMP) activities. You will work closely with Action Officers, program managers, and senior military and civilian leadership to support AF/TE's mission of overseeing test and evaluation policy and resources across the Air Force.

• Review test planning, design, concepts, and resources across specific programs
• Facilitate and document meetings on T&E strategy, planning, funding, and policy, including agenda development, meeting minutes, action item tracking, and process improvement recommendations
• Identify, recommend, and draft revisions to policies and regulatory documents for AF/TE approval; recommend actions to clarify and right-size policy documentation through consolidation or elimination

• Analyze and synthesize T&E requirements, providing alternatives and recommendations for government decision makers; review mandatory life cycle management documents including Changes to Planning Documents, Business Case Analyses, Gap Analyses, and Analyses of Alternatives
• Establish, update, and maintain computer databases supporting AF/TE's management and oversight of programs and resources
• Perform analysis and technical reviews of Joint Test and Evaluation program documents, including joint feasibility studies, plans, and advisory boards
• Facilitate coordination under the OSD Strategy 2022 Implementation Plan (I-Plan)
• Provide financial management support across all phases of PPBE (Planning, Programming, Budgeting, and Execution) for the AF/TE Directorate operating budget, including status of funds reports, budget forecasting, funding justification, and reprogramming recommendations
• Manage and monitor 8 Program Elements (PEs), including writing and updating descriptive summaries, validating budget change reports, developing briefings, and tracking monthly obligations and expenditures
• Provide oversight of PE budget execution, including reporting proposed congressional actions and marks, and reviewing OSD Program Budget Decisions (PBDs) and Program Decision Memoranda (PDMs)
• Perform systems analysis of business and strategic planning elements, investigate alternatives, and prepare trade-off analysis data
• Provide technical and administrative support to Air Force Foreign Materiel Program (FMP) activities involving ground and airborne electronic components, subsystems, and systems
• Perform FMP weapon system acquisition and exploitation design and analysis; collect requirements, develop funding strategies, and recommend program actions
• Review, evaluate, and recommend FMP procedures and policy for acquisition, exploitation, and siting of foreign threat systems
• Serve as a key analyst on air-to-air and air-to-ground combat operations and weapon systems, advising on operational effectiveness, suitability, and military utility
• Identify, track, resolve, and report foreign materiel weapon system capabilities and vulnerabilities; evaluate impacts of new technologies on FMP policies and procedures
• Ensure proper Air Staff coordination on foreign materiel requirements documents, acquisition/exploitation/test plans, and reports

Education

• Bachelor's degree in a relevant technical, scientific, or business field (Master's preferred)
• 8-10+ years of experience in test and evaluation, acquisition policy, program management, or financial management within a DoD or Air Force environment. Relevant certifications may be considered in augmenting years of experience.

Experience

• Demonstrated experience supporting Air Force or DoD Test and Evaluation (T&E) program office operations, including policy development and technical documentation review
• Working knowledge of DoD and Air Force acquisition life cycle documentation (AoA, TEMP, Requirements Documents, Acquisition Strategies)
• Experience with PPBE processes, Program Element (PE) management, and DoD financial reporting and analysis
• Familiarity with OSD Program Budget Decisions (PBDs) and Program Decision Memoranda (PDMs)
• Experience facilitating and documenting senior-level meetings, including agenda development, minutes, and action item tracking
• Proficiency with Microsoft Office Suite; familiarity with AFH 33-337 (Tongue and Quill) writing standards
• Excellent written and verbal communication skills, with demonstrated ability to brief and write for audiences ranging from Action Officers to General/Flag Officers and SES leadership
• Self-motivated with the ability to manage multiple concurrent taskers with minimal direction
• Active Secret clearance required; eligibility for Top Secret/SCI strongly preferred given Foreign Material Program (FMP) support requirements

Nice to Have

• Prior direct support to an AF/TE, T&E program office, or similar Air Force/DoD test organization
• Experience supporting Foreign Materiel Program (FMP) or foreign materiel exploitation activities
• Familiarity with Joint Test and Evaluation program documentation and advisory board processes
