Role Overview

Team and Program Details

Led by Dixon Hicks, a former submarine major command and commanding officer, the Maritime Industrial Base (MIB) team supports NAVSEA. The team manages programs related to the acquisition of Columbia Class and Virginia Class Submarines, and the future SSN(X) attack submarine, focusing on R&D, design, construction, and testing.

Position Responsibilities
  • Lead technical supply chain improvement projects to increase production throughput and supplier maturity.
  • Analyze supplier data, manufacturing processes, and engineering documentation to identify risks and opportunities.
  • Implement digital supply chain tools like Power BI, Smartsheet, and ERP dashboards for better visibility.
  • Coordinate with stakeholders to align supply chain activities with acquisition milestones.
  • Manage supplier engagement activities, including site visits and modernization projects.
  • Develop repositories for supplier metrics, technical documentation, and performance plans.
  • Provide briefings and updates to Navy leadership with strategic recommendations.
  • Collaborate with analysts, program office reps, SMEs, and industry partners.
  • Track and ensure the effectiveness of Supplier Development Funding initiatives.
  • Support senior executives with analytical and acquisition management tasks.
  • Engage regional stakeholders to optimize workforce development and supply chain efforts.
  • Work with submarine suppliers to address workforce and supply chain challenges.
  • Implement regionalization strategies to strengthen the Navy industrial base.
  • Evaluate projects that increase throughput capacity and support workforce initiatives.
  • Build relationships with workforce and economic development organizations.
  • Draft reports for Congressional inquiries and provide input on SIB spend and ROI.
Qualifications
  • Bachelor’s degree in Supply Chain Management, Engineering, or related field; Master’s preferred.
  • 8–10 years of experience in supply chain, project management, or industrial operations, preferably in defense or aerospace.
  • Proficiency in Power BI, Smartsheet, Excel, SharePoint, and ERP systems (SAP, Oracle).
  • Knowledge of technical drawings, engineering workflows, and manufacturing systems.
  • Experience managing complex supplier relationships and improvement initiatives.
  • Ability to deliver high-stakes presentations to senior stakeholders.
  • Strong analytical and organizational skills; ability to work independently.
  • Experience in nuclear submarine UWS is a plus; background in industrial base and supply chain is desirable.
  • Must obtain and maintain a Secret clearance.
  • Approximately 15% travel required.
