Job Title: Senior Technical Project Manager
Industry: State Government / Public Sector IT
Location: Onsite – Baltimore, MD (limited telework may be approved by the supervisor)
Rate: Depends on experience
Responsibilities
- Own O&M Delivery
- Lead day-to-day management of O&M activities for both systems, ensuring stability, responsiveness, and on-time delivery.
- Track milestones, critical paths, testing, and acceptance criteria to keep efforts on schedule and within scope/budget.
- Plan & Govern Work
- Draft, review, and finalize Work Orders (WOs) based on requirements from program leadership and federal guidance.
- Maintain SDLC artifacts, schedules, and status in project management software; keep UAT and production issue logs current.
- Facilitate Stakeholders & Vendors
- Serve as the primary facilitator between program staff, the state IT organization, and the O&M vendor.
- Host and document internal/external meetings (stand-ups, sprint reviews, Program Increment events); publish schedules and status reports; recommend risk mitigations.
- Manage Environments & Performance
- Coordinate with IT partners to review VMware environments (dev/QA/UAT): confirm hardware/infrastructure fit, address performance, schedule upgrades/downtime, and plan database testing refreshes.
- Monitor database growth/performance, validate security measures (accounts, services, connections), and prepare impact analyses/technical WOs for configuration changes.
- Provide Technical Oversight
- Guide technical/functional staff supporting the systems.
- Build and maintain scripts for non-technical staff to upload/download datasets (e.g., FMIS GDD files).
- Create routines to generate test data; configure ODBC read-only connections and write queries.
- Assist staff with browser settings and basic troubleshooting before issues are logged.
- Operate on a Cadence
- Daily: Collaborate with vendors, stakeholders, interface owners; review logged issues and manage escalations.
- Weekly: Issue production reports (last two weeks’ accomplishments, open issues with status/owners/ETAs/dependencies); run status meetings; update O&M and business operations schedules; manage WOs, testing, and tracking via SharePoint/TFS and project tools.
- Monthly: Oversee monthly upload interfaces with FMIS using TSO/ISPF; coordinate with the FMIS help desk on payment process issues and follow-ups. Produce spending reports from FMIS data (actuals vs. appropriations) and MBE payment tracking. Deliver progress reports covering accomplishments, in-flight activities, open actions, risks, change requests, task status, budget tracking, financial alignment (FMIS/DAFR), and resource time-off.
- Bi-Monthly (per Release Schedule): Align with business operations calendars; create release schedules and notes; verify UAT delivery/content; document UAT acceptance; confirm production acceptance and completion of assigned WOs.
Qualifications
- Experience
- 7+ years in IT project/program management with direct ownership of O&M for enterprise applications in the public sector or similarly regulated environments.
- Proven vendor management, Work Order/SOW oversight, scope/schedule/budget control, and risk/issue management.
- Hands-on Agile delivery (Scrum/PI planning), including stand-ups, sprint reviews, release management, and UAT leadership.
- Technical
- SDLC governance and project tooling (e.g., MS Project or equivalent, Azure DevOps/TFS, SharePoint).
- Environment coordination with VMware-hosted stacks; familiarity with database performance considerations and growth planning.
- Working knowledge of ODBC, SQL querying, scripting for data movement/test data.
- Comfort collaborating around mainframe workflows using TSO/ISPF and financial interfaces such as FMIS.
- Communication & Compliance
- Excellent written/verbal communication for executive-ready reports, schedules, and release documentation.
- Ability to interpret federal/state requirements, prepare acceptance criteria, and produce audit-ready artifacts.
- Adherence to state security policies; ability to work onsite and coordinate across multiple stakeholder groups.
- Education & Certifications
- Bachelor’s degree in Information Systems, Computer Science, Engineering, or related field (or equivalent experience).
- PMP, Agile/SAFe certifications (e.g., CSM, SA, POPM) are a plus.
