Job summary

Noblis seeks a Senior Technical Program Analyst focused on logistics and field operations to support DHS mission needs. You will manage field execution details, coordinate moving parts, and contribute to sustainment planning and transition activities for emerging technologies.

Based on client site in Washington, DC with remote-site options as required, you will work with operators, SMEs, program leads, vendors, and policy partners to ensure execution fidelity and timely deliverables.

Responsibilities

At Noblis and Noblis ESI, we have excellent teams of smart, collaborative, proactive experts and professionals. We are actively seeking a Senior Technical Program Analyst focused on logistics and field operations to support a DHS mission and CBP technology program that identifies, evaluates, documents, and transitions emerging commercial technologies for operational users.

DHS and CBP mission partners need practical execution support that connects planning, field logistics, stakeholder coordination, asset tracking, sustainment, and transition documentation. The Senior Technical Program Analyst will bring a technical program mindset and strong logistics experience to keep complex technology activities organized, traceable, and ready for operational use.

Role Focus: This role is intended for a highly experienced logistician and technical program operator who can manage field execution details, coordinate moving parts, and proactively contribute wherever the mission needs disciplined follow-through. These technologies stem from new and emerging commercial technologies.

This work is performed on client site in Washington, DC or at remote sites as required in accordance with the requirements of the contract. Applicants must be located within the National Capital Region.

Responsibilities may include, but are not limited to:

• Coordinating T&E field operations: Planning and managing logistics for technology demonstrations, field assessments, site visits, workshops, stakeholder meetings, and operational engagements.
• Managing T&E deployment details: Supporting trip itineraries, field deployment documentation, equipment movement, asset tracking, training coordination, and after-action reporting.
• Drive execution rhythm: Maintain action trackers, schedules, meeting notes, decision logs, risks, dependencies, and follow-up items across government, vendor, and technical teams.
• Support technology lifecycle planning: Contribute to sustainment planning, transition documentation, training materials, user feedback products, and deployment readiness activities.
• Coordinate T&E requirements and stakeholders: Work with operators, technical SMEs, program leads, vendors, and policy/compliance partners to align needs, constraints, and practical execution steps.
• Support technology assessment program reporting: Prepare project status updates, operational summaries, leadership briefings, capability support materials, and field activity documentation.
• Improve T&E process execution: Identify workflow gaps, improve coordination methods, and help implement tools that make complex technical and logistical work easier to track.
• Support compliance-aware delivery: Coordinate inputs for PTA, ATT, ATO, FOIA support materials, and related documentation when technology activities require compliance or approval artifacts.

Physical Requirements & Work Environment

• Field Mobility:Ability to walk and stand for extended periods (up to 4-8 hours) while conducting site assessments, inspections, or equipment evaluations on varied terrain including paved surfaces, gravel, and uneven ground.
• Lifting/Material Handling: Ability to lift, carry, push, or pull materials weighing up to 25 pounds unassisted; occasionally required to move heavier items with assistance or mechanical aids to prepare and execute technical assessments.
• Driving:Requires a valid driver's license and the ability to operate a motor vehicle for travel to field locations.
• Physical Engagement:Frequent bending, stooping, kneeling, reaching overhead, and climbing stairs or ladders as required during site inspections and equipment evaluations. Requires sufficient manual dexterity to operate standard office equipment and hand tools.
• Travel:This position requires travel up to 25% of the time, including to remote or austere field locations with limited amenities. Work may occur in outdoor environments subject to varying weather conditions.
• Work Environment:May include exposure to outdoor elements, industrial or construction-adjacent settings, and environments with limited infrastructure.

Required Qualifications

• Advanced degree and 10 or more years of relevant experience
• Degree or experience in logistics, business, engineering, science, mechanical engineering, electrical engineering, systems engineering, operations research, homeland security, public policy, data analytics, or a related discipline.
• U.S. citizenship.
• Ability to receive favorable DHS Suitability determination and background investigation.
• Experience supporting technical programs, field operations, logistics coordination, deployment planning, sustainment planning, or operational technology activities.
• Experience building and maintaining schedules, action trackers, asset trackers, trip documentation, meeting materials, risk logs, decision logs, or similar program artifacts.
• Ability to coordinate across government customers, operators, vendors, technical teams, and mission stakeholders in a fast-moving environment.
• Strong written and verbal communication skills, including the ability to prepare concise reports, briefings, meeting notes, and after-action materials.
• Must have a valid driver's license.
• Ability to travel up to 25%.

Desired Qualifications

• DHS suitability, CBP background investigation, or Secret Clearance.
• Experience supporting DHS, CBP, DHS S&T, DoD, the Intelligence Community, or other federal mission partners.
• Experience with Test and Evaluation activities related to new technologies
• Experience with sensor integration
• Experience supporting technology pilots, field assessments, operational demonstrations, deployment events, or technology transition activities.
• Experience with logistics planning, lifecycle logistics, asset management, operator training coordination, field deployment documentation, or sustainment planning.
• Experience using SharePoint, Teams, Excel, Power BI, Jira, Microsoft Project, Smartsheet, or kanban-style action tracking tools.
• Familiarity with RACI matrices, POAMs, risk registers, vendor engagement trackers, status reporting, or other program management artifacts.
• Experience coordinating compliance inputs or documentation related to PTA, ATT, ATO, FOIA support tracking, or related federal approval processes.
• Professional certification or training in project management, logistics, supply chain, Lean Six Sigma, Agile, systems engineering, or related disciplines.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
