Job summary

Avyanna Technologies is seeking a senior program manager to lead the enterprise Automated Testing Team for FSA's ATT program. You will translate mission and technical needs into executable priorities and clear specifications, while driving delivery across engineering and government stakeholders.

Primarily remote, with occasional on-site work at FSA in Washington, DC when required. The role requires 10+ years of experience, a BS in a technical field, and the ability to obtain a federal clearance.

Job Description:

Lead technically complex product work for FSA's enterprise Automated Testing Team, translating mission, product, testing, and platform needs into clear, implementation-ready priorities and specifications. This position supports Avyanna Technologies' work with the U.S. Department of Education, Federal Student Aid (FSA), Automated Testing Teams (ATT) program. The position is anticipated and contingent upon contract award, funding, and final staffing needs.

Responsibilities

• Partner hands-on with engineering teams and Government stakeholders to define technically complex features, resolve ambiguity, document tradeoffs, and maintain delivery momentum.
• Translate product, testing, integration, data, security, performance, and operational needs into clear functional and non-functional requirements and acceptance criteria.
• Develop and refine product backlogs aligned to Government-maintained roadmaps and priority outcomes; support backlog refinement, sprint planning, demonstrations, and retrospectives.
• Sequence modernization and integration work, including extraction, migration, dual-run, and deprecation activities, while protecting production stability.
• Use delivery, quality, adoption, release-readiness, and stakeholder data to inform prioritization and continuous improvement.
• Coordinate across application, platform, security, operations, QA, release, and contractor teams to surface risks, dependencies, decisions, and implementation considerations.
• Facilitate Agile delivery ceremonies, including backlog refinement, sprint planning, daily standups, sprint reviews/demonstrations, and retrospectives in coordination with Government Product Owners and technical stakeholders.
• Maintain transparent Jira backlog and sprint priorities, including acceptance criteria, dependencies, risks, Definition of Done, and delivery decisions.
• Coordinate preparation of Sprint Commitments and Sprint Reports, documenting planned versus completed work, outcomes, blockers, carryover items, and recommended follow-up actions.

Qualifications

• Experience: Minimum 10+ years of relevant professional experience aligned to the responsibilities and technical scope of this role.
• Education: Bachelor's degree in Computer Science, Information Technology, Engineering, Information Systems, Business, or a related field; an equivalent combination of education and relevant professional experience may be considered.
• Deep understanding of APIs, integrations, system architecture, and data flows in complex enterprise systems.
• Demonstrated ability to define technically complex features with clear functional and non-functional requirements.
• Experience sequencing modernization work (extraction, migration, dual-run, deprecation) while protecting production stability.
• Ability to translate complex requirements into clear, implementation-ready technical specifications.
• Demonstrated ability to work hands-on with engineering teams to resolve ambiguity, make tradeoffs, and keep delivery moving.
• Deliver measurable outcomes in complex environments: proven ability to take ownership and deliver high-quality results where priorities, requirements, and system constraints evolve.
• Collaborate effectively across disciplines: demonstrated success working cross-functionally with engineering, product, design, security, and other stakeholders to achieve shared objectives.
• Communicate complex concepts with clarity: ability to clearly document, present, and explain technical and non-technical work, including tradeoffs, risks, and implementation considerations, to diverse audiences.
• Operate effectively in large-scale, mission-critical systems: demonstrated contributions to building, operating, or modernizing large-scale systems with high standards of reliability, performance, and maintainability.
• Maintain a strong end-user orientation: consistently considers the impact of decisions on end users and system stakeholders, including when working on backend, data, platform, or infrastructure components.
• Must be able to obtain and maintain the federal background investigation and suitability determination required for the position, including Public Trust eligibility.

Desired Qualifications

• Experience supporting federal or other large-scale public-sector technology programs is preferred.
• Experience with automated testing, DevSecOps, CI/CD, Jira, Confluence, GitLab, Datadog, or similar enterprise delivery tools is preferred.
• Relevant Agile, Scrum, product management, or technical program management certifications are preferred.

Location

Primarily remote. Ad hoc onsite work may be required at FSA in Washington, DC based on project needs.

Salary Range

$130,000-$165,000 annually. Actual compensation will be determined based on relevant experience, qualifications, technical expertise, contractual requirements, and internal equity.
