Job summary

Colliers Engineering & Design is seeking a Senior Technical Manager to lead our Civil/Site team in Irvine, CA. The role focuses on executing design tasks for land development projects, including street improvements, utilities, and stormwater drainage with AutoCAD Civil 3D, in collaboration with clients and staff engineers.

The Senior Technical Manager will mentor engineers, manage project timelines, and ensure designs meet agency regulations and budgets.

Qualifications

• Bachelor's degree in Civil Engineering.
• 12+ years of related civil engineering experience, preferably in land or site development.
• PE license is required.
• Proficient in AutoCAD Civil 3D and/or other related software.
• In depth knowledge of hydrology and hydraulics, stormwater management software.
• Ability to read, write, and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Responsibilities

• Scope land development projects from concept through construction in collaboration with project manager.
• Forecast project timelines, prepare schedule for staff and meet deadlines for multiple projects at a time.
• Identify and solve design issues related to site constraints, applicable regulations, budgets, and timing.
• Oversee and manage the design of land development projects including roadways, fields, site layouts, drainage and utilities.
• Conduct site investigations and due diligence including utility services research and ordinance reviews to establish development guidelines.
• Mentor engineer staff and provide oversight.
• Guide grading designs and earthwork analyses, ensuring ADA compliance and safety.
• Prepare construction notes, details, and agency specifications and cost estimates.
• Coordinate with client, consultant and internal teams to meet deadlines and permits.

The Senior Technical Manager will apply engineering skills to execute design tasks, including street improvements, sewer, water, grading, and stormwater drainage designs related to land development projects. Collaborate with clients, consultants, department manager & internal staff engineers using AutoCAD to complete projects within established budgets, deadlines, and agency regulations.

Responsibilities

• Demonstrate the ability to properly scope land development projects from concept through construction in collaboration with project manager.
• Forecast project timelines, prepare schedule for staff and meet deadlines for multiple projects at a time.
• Possess the ability to find solutions to design issues regarding site constraints, applicable regulations, budgets, and timing.
• Oversee and manage the design of land development projects including but not limited to roadways, athletic fields and courts, site layouts, stormwater mitigation, erosion mitigation and utility extensions.
• Perform site investigations & due diligence including the research of utility services, determination of applicability of outside agency regulations, review of ordinances and performance of site visits to establish comprehensive development guidelines.
• Manage and mentor engineer staff.
• Provide oversight and knowledge to guide rough and precise grading designs of roadways, including horizontal and vertical, and stormwater management designs while applying regulations.
• Provide oversight and knowledge to guide grading designs to ensure value engineering is achieved through earthwork analysis, site access, ADA compliance, and site safety is accomplished through the use of appropriate agency design.
• Oversee the preparation of construction notes, details, agency specifications, and construction cost estimates per agency requirements for approvals/permits.
• Client, consultant, and internal coordination with manager and design team, including meetings, emails, and phone calls, to facilitate project deadlines and permits

Qualifications

• Bachelor's degree in Civil Engineering.
• 12+ years of related civil engineering experience, preferably in land or site development.
• PE license is required.
• Proficient in AutoCAD Civil 3D and/or other related software.
• Demonstrate level of knowledge required to serve as a technical resource for advanced engineering principles and design skills.
• In depth knowledge of hydrology and hydraulics, stormwater management software.
• Ability to read, write, and understand English for purposes of comprehending written job‑related communications and verbal instructions and interactions.

Salary: $159,400 to $194,600 per year (depending on qualifications)
