Qualifications

  • Active Top Secret security clearance with SCI eligibility.
  • Willingness to obtain CI Polygraph if required.
  • 15+ years of DoD experience supporting national security, space, acquisition, or operational missions.
  • 5+ years supporting SAP and/or SCI environments.
  • Demonstrated expertise supporting System Delta 81 (SYD 81) and OTTI programs, capabilities, or related mission areas.
  • Proven experience leading or supporting enterprise-level integration efforts within DoD or similarly complex organizations.
  • Strong knowledge of space range operations, threat-informed test and training environments, and live, virtual, and constructive (LVC) training capabilities.
  • Ability to engage with senior military leaders, government civilians, and executive stakeholders.

Responsibilities

  • Advise Delta 11 leadership on integration of SYD 81 and OTTI capabilities with technical rigor across physical and digital environments.

Overview

Galapagos Federal Systems, LLC is seeking a highly qualified Senior Technical Advisory Support Contractor to support U.S. Space Training and Readiness Command (STARCOM) Delta 11. This position offers the opportunity to work in a mission-critical environment that directly contributes to national security and the readiness of U.S. space forces.

Job Summary

The selected candidate will serve as a trusted advisor to Delta 11 leadership and staff, providing strategic and technical expertise in support of System Delta 81 (SD-81) and Operational Test and Training Infrastructure (OTTI) capability integration. The role requires ensuring technical rigor across both physical and digital environments, facilitating the seamless integration of systems, operations, and emerging capabilities. The candidate will help align technical solutions with mission objectives, operational requirements, and enterprise standards to enhance readiness, performance, and mission effectiveness.

Key Responsibilities
  • Advise and support Delta 11 leadership and staff on the integration of System Delta 81 (SYD 81) and Operational Test and Training Infrastructure (OTTI) capabilities, ensuring technical rigor across both physical and digital environments.
  • Provide executive-level guidance on the strategy, planning, development, and execution of Delta-wide initiatives, incorporating best practices, policy considerations, and emerging technologies.
  • Identify, recommend, and implement opportunities for continuous process improvement, organizational effectiveness, and enterprise alignment across Delta 11 operations and programs.
  • Conduct complex qualitative and quantitative analyses of programs, policies, operational concepts, and mission challenges to assess impacts, identify risks, and develop mitigation strategies.
  • Support systems engineering and digital engineering initiatives to enhance operational capabilities, integration efforts, and mission outcomes.
  • Assist senior leaders in preparing for executive engagements, briefings, and decision forums by developing strategic communications, presentations, reports, and other programmatic materials.
  • Coordinate and collaborate with government, military, industry, and other internal and external stakeholders to support mission objectives and capability integration efforts.
  • Provide integration, staffing, and material review support for Delta 11 activities, products, reporting requirements, and strategic initiatives.
  • Support occasional travel as required to facilitate coordination, planning, training, and mission execution activities.
Requirements
Skills and Experience
  • Active Top Secret security clearance with SCI eligibility
  • Willingness and ability to obtain a Counterintelligence Scope Polygraph (CI Polygraph), if required
  • 15+ years of relevant Department of Defense (DoD) experience supporting national security, space, acquisition, or operational missions
  • 5+ years of experience supporting SAP and/or SCI environments
  • Demonstrated expertise supporting System Delta 81 (SYD 81) and Operational Test and Training Infrastructure (OTTI) programs, capabilities, or related mission areas
  • Proven experience leading or supporting process improvement initiatives and enterprise-level integration efforts within DoD or similarly complex organizations
  • Strong knowledge of space range operations, aggressor operations, threat-informed test and training environments, and live, virtual, and constructive (LVC) training and combat replication capabilities
  • Demonstrated ability to effectively engage, influence, and collaborate with senior military leaders, government civilians, and executive-level stakeholders
  • Excellent verbal and written communication skills, including the ability to clearly present c mplex concepts, plans, analyses, and recommendations to senior decision-makers
  • Experience building partnerships and facilitating collaboration across diverse internal and external stakeholder communities
  • Working knowledge of Space Systems Command (SSC) acquisition processes, governance structures, and organizational framework
  • Previous experience serving as a Technical Advisor, Strategic Advisor, or equivalent senior advisory role
  • Prior experience supporting Delta 11, OTTI, SYD 81, or related STARCOM organizations and mission sets
  • Experience supporting space test, training, readiness, and operational capability development initiatives within the U.S. Space Force or broader national security space enterprise
Education and Certifications
Required

The Senior Technical Advisory Support must have the following:

  • Master's of Arts/Science/Engineering Degree (experience may be used in lieu of a MA/MS/ME

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner, and that may include lifting up to thirty pounds, as necessary.
