Job summary

U.S. Space Command is seeking a Senior Technical Advisor (USSPACECOM/J8 Washington Liaison Office LNO) to advise the Director on capability and resource management. The role acts as the Washington liaison, coordinating with DoW, OSW, JS, NRO, and other agencies to align priorities and funding.

The candidate will advocate for budget requests, shape briefings for OSW/JS, and monitor congressional deliberations. This is a high-responsibility, interagency liaison position based in Washington, DC.

Qualifications

• At least a bachelor's degree; master's preferred.
• 5+ years of experience at a higher level in performing major duties.
• 2+ years of Combatant Command or Joint Staff experience recommended.
• Knowledge of large, complex organizations and space operations is required.
• Understanding of planning, programming, and budgeting processes.

Responsibilities

Description of Position:

Serve as advisor to the Director, Capability and Resource Management Directorate, US Space Command and liaison within the National Capital Region.

Position Responsibilities:

• Serve as the USSPACECOM/J8 Senior Technical Advisor and Washington Liaison Officer (WLO) within the National Capital Region (NCR). Establish, develop, and maintain strategic relationships at the highest levels of the Department of War (DoW), Office of the Secretary of War (OSW), Joint Staff (JS), Military Services, the National Reconnaissance Office (NRO), and other national intelligence and space agencies to ensure alignment with DoW priorities.
• Advocate, synchronize, and defend the Commander's budget requests and Joint Force Requirements Process (JFRP) submissions within the Pentagon. Shape concise decision packages for OSW/JS review, lead time-sensitive appeals and budget reclamas (including OSW Comptroller and Program Review processes), and monitor Congressional deliberations to protect USSPACECOM funding.
• Support the J8 advocacy team in presenting recommended future investment strategies and tracking key combatant command deliverables. This includes the Commander's Program Objective Memorandum (POM), Program Review, Chairman's Program Assessment, Integrated Priority Lists (IPL), Capability Gap Assessment (CGA), and other PPBE-related deliverables submissions.
• Support USSPACECOM/J8 mission divisions in navigating, deconflicting, and routing critical operational requirements through the Joint Force Requirements Council (JFRC) to ensure joint space capability integration.
• Work directly with Space Force S5 and S8 to build joint understanding on space operational requirements and support the collaborative development of programming profiles.
• Establish resource and integration strategies for complex space warfighting mission areas, including space kill chains and joint force enablers. Lead the integration of modernized homeland missile defense requirements alongside key partners, including the Missile Defense Agency (MDA) and relevant Direct Reporting Program Managers (DRPMs).
• Represent J8 equities on critical interagency, Department-wide, and Joint forums (including senior capability and resource councils). Deliver decisive program status and advocacy presentations to senior military (GO/FO) and civilian (SES) leadership, and feed critical NCR-level intelligence back to USSPACECOM Headquarters to shape command guidance and policy.
• Advise the Director on complex organizational relationships within the National Capital region and work to align USSPACECOM goals and objectives with the services and other Combatant Commands.
• Represent the Director, Resource and Integration Directorate at official functions and community events.

Desired Skills/Expertise:

• At least 5 years of experience at the next lower broadband/grade level (or equivalent) in performing (4-5 major duties of position) desired.
• Minimum of a bachelor's degree; master's degree desired
• At least 2 years of Combatant Command or Joint Staff experience; USSPACECOM desired.
• Knowledge of large, complex organizations that provide component, space operations and command and control support, mission support, base infrastructure, and other factors critical to Combatant Command operations.
• Knowledge of space systems for conducting major operations to include Orbital Warfare (OW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2), Nuclear Command, Control and Communications (NC3), Battlespace Awareness (BA), Environmental Monitoring (EM), Space Based Environmental Monitoring (SBEM), Nuclear Detonation (NUDET), Missile Warning, Missile Tracking, Missile Defense (MW/MT/MD), Satellite Communications (SATCOM), Positioning, Navigation, and Timing (PNT), strategic and tactical intelligence, surveillance and reconnaissance (ISR).
• Knowledge of the United States Space Command Component organization and responsibilities, and its relationships with other combatant commands.
• Knowledge of planning, programming, and/or budgeting regulations, guidelines, and processes.
• Knowledge of formal requirements development via the Joint Force Requirements Council (JFRC).
• Ability to analyze, plan, organize, and direct the functions of, and mentor, motivate, and appraise staff of a large organization through subordinate supervisors.
• Ability to present complex issues; conduct high‑level, sensitive liaison and promote good public relations; and formulate clear informational briefings to the commander and staff.
• Thrive in fast moving environment with quick turn suspenses. Ability to resolve day-to‑day issues as they pertain to the execution of the Combatant Command's Plans.
