Job summary

DNI (Delaware Nation Industries) is seeking a Senior Advisor to support the Office of Policy Planning and Resource in the Bureau of Public Diplomacy and Public Affairs. The role focuses on studying PD workforce needs, developing human capital programs, and liaising with HR officials and senior leaders to advance U.S.

foreign policy goals. The Senior Advisor will lead organizational design efforts, advise on staffing, and coordinate with global posts to implement PD strategic initiatives,

Qualifications

• Minimum ten years of experience in public diplomacy with U.S. foreign affairs agencies or international organizations.
• Experience leading organizational development and design initiatives, including restructuring or change management.
• Experience using AI tools and technology to make data-driven recommendations and/or decisions.
• Knowledge of State Department HR policies, Locally Employed Staff, and related procedures.
• Ability to maintain a SECRET security clearance.

Responsibilities

• Conduct organizational assessments of PD sections at overseas posts and provide actionable recommendations.
• Coordinate R/PPR working groups and assess staffing, skills, and capacity.
• Monitor PD Staffing Initiatives and recommend adjustments.
• Support analysis and implementation of Bureau/PD strategic plans and policies.
• Provide expert advisory services on workforce planning and policy interpretation.
• Work with HR points of contact to manage job analysis and policy formulation.
