Job summary

Arcfield is seeking an experienced Subcontract Administrator to manage pre- and post-award activities within an internal subcontracts team. You will solicit, negotiate, and administer subcontracts across CPAF, CPFF, T&M and FFP types, developing and issuing RFPs and reviewing proposals.

You will negotiate terms, price, delivery and performance requirements, maintain compliance folders, and counsel program managers and engineers. Strong writing and communication skills are essential to succeed.

Qualifications

• 8+ years of professional full-time experience with Bachelor's degree or 6+ years with Master's degree.
• Prior Government procurement/subcontract experience.
• Experience evaluating and negotiating terms and conditions to mitigate risk by award type, commodity and value.
• Experience evaluating source justifications to ensure compliance with subcontract award types.
• Ability to prioritize multiple responsibilities and/or accomplish them simultaneously.
• Experience working in Deltek Costpoint to issue quick-turn procurements for varying contract types and thresholds.
• Proficiency in basic office software applications (Word, Excel, Outlook, SharePoint).

Responsibilities

• Partner with the Program to collaborate on creative sourcing approaches for procurements under tight timelines.
• Prepare RFPs and solicit bids from qualified suppliers, evaluate proposals and negotiate pricing, delivery schedules, and terms for best value.
• Analyze bids (single/sole-source and competitive) and negotiate pricing/terms while issuing compliant Subcontract Agreements.
• Actively manage subcontractor performance through ongoing communication and adherence to terms.
• Balance multiple priorities, meet program schedules, and build a strong Arcfield network with suppliers.
