Job summary

Northrop Grumman is seeking a Principal Subcontracts Specialist for our MSTS division in a hybrid Maryland work arrangement. You will lead end-to-end subcontract activities, partner with IPTs, and ensure compliant documentation and risk management across programs at the Sykesville site and other MSTS sites.

You will negotiate, manage supplier onboarding, NDA execution, and contractor performance while supporting small business engagement and cost‑saving opportunities. U.S.

Qualifications

• Bachelor’s degree with 5+ years subcontracts, procurement, or supply chain experience; Master’s degree with 3+ years; High School diploma with 9+ years experience.
• FAR and DFAR experience.
• US Citizenship.

Responsibilities

• Lead end‑to‑end subcontract management for complex, high‑value efforts, including strategy development, solicitation, proposal evaluation, negotiation, and award.
• Serve as the primary subcontracts interface to the IPT for a complex commodity, providing proactive subcontract and procurement support aligned to cost, schedule, technical, and risk objectives.
• Support procurement and subcontracts requirements for the Sykesville site and other MSTS sites, ensuring consistent sourcing strategies, terms and conditions, and compliance.
• Assist with supplier onboarding activities, including required documentation, compliance checks, and systems setup for timely supplier engagement.
• Coordinate and support the execution of NDAs and related supplier agreements.
• Manage subcontractor performance throughout the lifecycle (cost, schedule, technical, quality).
• Ensure adherence to all applicable PrOP, procedures, and customer requirements, with focus on compliant documentation, audit readiness, and risk management.
• Partner with program leadership, engineering, operations, and other stakeholders to develop subcontract plans that support milestones.
• Identify and implement opportunities for small business engagement, cost savings, process improvements, and risk reduction.
• Provide guidance and mentorship to other subcontracts and supply chain team members.
