Location: United States

SMX is seeking a Sr. Subcontract Administrator for a dynamic, newly awarded government contract. The Senior Subcontract Administrator will compile, award, and execute subcontracts within policy guidelines in a dynamic contractual environment. The role involves working independently or with a team of subcontract administrators on larger programs.

Responsibilities:

1. Prepare Requests for Proposals, including statements of work, terms and conditions, flow-down terms, bid or performance evaluation factors, and other measures.
2. Communicate with internal stakeholders regarding procurement requirements.
3. Review subcontractor proposals, obtaining input from technical and other stakeholders for evaluation.
4. Consult with technical staff and legal, technical, financial, and managerial representatives to resolve issues.
5. Ensure receipt, accuracy, and timeliness of subcontractor submittals; monitor performance.
6. Review non-competitive justifications for sufficiency.
7. Perform price analyses using techniques other than adequate price competition.
8. Negotiate terms and prices with subcontractors.
9. Prepare procurement files in compliance with SMX procedures.
10. Perform subcontract closeouts at the end of performance.
11. Coordinate subcontracting activities internally and externally.
12. Review peer files for compliance with procedures.

Minimum Qualifications:

1. Bachelor's degree in a related discipline plus 5+ years of experience in a Federal Government contracting environment.
2. Experience working in an approved purchasing system (CPSR).
3. Experience with cross-functional teams.
4. Knowledge of Federal Acquisition Regulations (FAR).
5. Proficiency in MS Word and Excel; Costpoint experience is a plus.
6. Familiarity with award types: IDIQ, FFP, T&M/LH, CPXX.
7. Experience with APEXes (formerly FEDSIM) prime contracts is a plus.

Desired Skills/Experience:

• Experience with AAS (formerly FEDSIM) prime contracts.
