Job summary

Hall County in Gainesville, GA, seeks a Senior Utility Maintenance Technician to assure proper functioning of sewer easements and stormwater facilities through inspection, maintenance, and vegetation management. The role covers BMP implementation, permitting, and coordination with regulatory agencies.

Essential duties include inspecting facilities, supervising contractors/inmates as needed, maintaining equipment, and ensuring compliance with County specifications.

Qualifications

  • High School Diploma or GED required plus minimum of two years technical school in related field preferred.
  • Minimum of one-year related work experience required.
  • Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
  • POST Certification required or ability to obtain within 6 months.
  • Class A CDL with Tanker Endorsement Preferred.
  • State of Georgia Level 1B Soil and Erosion Certification, or ability to obtain within 6 months.
  • Valid Georgia Commercial Driver's License and satisfactory Motor Vehicle Record (MVR).
  • Due to the safety-sensitive nature of this position, incumbents will be subject to random drug testing.
  • Knowledge of applicable Federal and State laws, City/County ordinances, and regulations that relate to sanitary sewer easements / stormwater.
  • Knowledge of the principles and practices of sanitary sewer easements / stormwater design.
  • Understanding of engineering plans, specifications, and as-built drawings as related to stormwater management facilities and sanitary sewer facilities, and capacity to determine elevations, clean out volumes, and other criteria as needed to construct and maintain facility in its original, proper working order.
  • Knowledge of local Soil Erosion and Sediment Control and Subdivision Regulations, Codes, and Ordinances.
  • Ability to perform basic Engineering calculations to determine proper grades, slopes, elevations and volumes.
  • Ability to plan, direct, and evaluate subordinates assigned as per Road Maintenance Supervisor/County Engineer.
  • Ability to communicate effectively orally and in writing.
  • Ability to supervise and communicate with inmates.
  • Ability to establish and maintain effective working relationships with County employees, developers, consultants, the public, and others.
  • Ability to coordinate assigned work with other departments and County governmental officials based on prescribed policies and regulations.

Responsibilities

  • Inspects facilities and systems to ensure proper function and to ensure they meet proper County specifications.
  • Monitors construction of new facilities; prepares reports of such progress for submittal to Road Maintenance Supervisor/County Engineer as requested.
  • Removes dead and dying trees that interfere with proper function of stormwater management facilities and/or sewer easements.
  • Assists in securing all necessary permits from State and Federal regulatory agencies and all easements required prior to construction of stormwater and/or sewer facilities.
  • Repairs and maintains stormwater management facilities and/or sanitary sewer easements by performing tasks listed below:
  • Mows stormwater ponds and easements.
  • Maintains proper vegetation through over-seeding, fertilization, and control of weeds and other undesirable vegetation in stormwater ponds and sewer easements.
  • Removes sediment from stormwater ponds while maintaining proper design elevations.
  • Repairs and maintains outlet control structures and rebuilds failed structures to proper design specifications.
  • Repairs, maintains, and replaces pipes, junction boxes, and other structures associated with stormwater management facilities.
  • Repairs and replaces fencing.
  • Assures installation of erosion and sedimentation best management practices (BMP’s) on construction projects as needed.
  • Performs other relevant work as assigned.
  • Regular and predictable attendance is required.
  • Monitors sanitary sewers; prepares reports of such progress for submittal to Road Maintenance Supervisor/County Engineer as requested.
  • Utilizes engineering plans, plats, specifications, easement documents and other plans and documents as they are related to sanitary sewers to assure proper maintenance.
  • Maintains proper vegetation through over-seeding, fertilization, and control of weeds and other undesirable vegetation on sewer easements.
  • Operates medium-sized equipment including flat-bed or tandem dump trucks, mowing machines (bush hogs/boom tractors), and performs manual labor maintenance and/or repair of County property and facilities.
  • Performs basic maintenance on dump trucks and mowers/boom tractors and Jetter machines.
  • Utilizes engineering and survey related equipment as necessary to check grades, elevations, and pipe sizes including but not limited to GPS, survey level, total station and other devices.
  • Utilizes engineering plans, plats, specifications, easement documents and other plans and documents as they related to stormwater management facilities, stormwater drainage systems, pipes, culverts to assure proper maintenance.
