Zachary Piper Solutions seeks a Senior Staff Officer to support a high-visibility National Security contract in Arlington, VA onsite. The role focuses on influence, deception, perception management, and information operations, requiring a deep DoD background and executive-level coordination.

The ideal candidate has 10+ years in policy, planning, or assessment within the DoD, with SME in IO, PSYOP/MISO, and related areas.

Qualifications

• 10+ years of qualifying DoD policy, planning, or assessment experience.
• Demonstrated SME in influence, deception, perception management, information operations, PSYOP/MISO.
• Active TS/SCI clearance required.

Responsibilities

• Develop, analyze, and coordinate DoD policy and strategic planning related to influence, deception, perception management, and information operations.
• Support the development and implementation of strategies for DoD influence, deception, and perception management operations, activities, and investments.
• Conduct or support operational assessments, requirements analysis, risk assessments, and operational planning for sensitive national security activities.
• Develop, review, and coordinate time-sensitive DoD staff packages, policy actions, decision papers, and executive-level correspondence.
• Support senior leadership with governance, staff assistance visits, compliance inspections, operational assessments, and program reviews.
• Assess programs and activities for alignment with DOD policies, guidance, operational requirements, and strategic objectives.
• Provide program oversight and coordinate resources, priorities, deliverables, and timelines across sensitive programs.
• Coordinate across OUSD(I&S), Joint Staff, Combatant Commands, military services, IC organizations, and other DoD stakeholders.
• Prepare and deliver executive briefings, reports, assessments, talking points, decision-support materials, and Congressional reporting for senior officials.
• Track and communicate action items, suspense requirements, operational priorities, risks, and programmatic issues to senior leadership.
• Support the development, review, and refinement of policy, guidance, procedures, and strategic communications related to influence, deception, and information operations.
• Identify opportunities to improve operational effectiveness, policy implementation, program execution, and cross-organizational coordination.
• Handle highly sensitive and classified information with discretion and professionalism.
