Position Description

The Anoka County Information Technology Department is dedicated to delivering innovative and cost-effective technology solutions in partnership with county divisions, departments, offices, local jurisdictions, and the public.

We are currently looking for qualified candidates to join our team in two newly created Senior Software Quality Assurance Analyst roles.

In this new and impactful role, the Senior Software Quality Assurance Analyst will help establish and lead quality assurance practices across the department. This position is responsible for ensuring the quality, reliability, and security of software applications by developing and executing comprehensive test plans, proactive risk management, and collaborating with cross-functional teams. The Analyst will design the overall test methodology and strategy, including automation and analytics, while upholding high standards for testing quality. Additionally, they will lead the accurate and timely creation and execution of UAT artifacts and tasks. The Senior Software Quality Assurance Analyst will play a key role in delivering secure, high-performing technology solutions that support Anoka County’s operations and service to the public.

This is a full-time, exempt, hybrid position. Interviews will take place the week of May 19, 2025 for those selected to move forward in the hiring process.

Salary: $79,788 – $95,742 ($38.36 to $46.03 per hour).

  • 2025 Anoka County Salary Schedule Grade 35: $79,788 – $111,696 ($38.36 to $53.70 per hour).
  • 24 days of paid flexible time off and up to 12.5 paid holidays.

Work Location

  • This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.
  • Occasional on-call after-hours or weekend work may be required in response to emergency situations.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Senior Software Quality Assurance Analyst.

  • Oversee the planning, design, and execution of complex test strategies to ensure software meets functional, technical, and cybersecurity requirements.
  • Manage the execution of manual and automated test cases, analyzing results and driving defect resolution.
  • Conduct in-depth root cause analysis and work with development and other cross-functional teams to implement preventive measures.
  • Develop and execute comprehensive test plans, test cases, and test scripts based on software specifications, user requirements, and cybersecurity standards, ensuring software quality at all stages of the development cycle.
  • Perform and oversee functional, regression, integration, and user acceptance testing for windows, web, and mobile applications.
  • Proactively identify opportunities for process improvement, including tool and methodology adoption to enhance testing efficiency.
  • Collaborate with stakeholders to clarify requirements and ensure comprehensive test coverage, particularly for security-related aspects.
  • Perform security testing initiatives, including penetration testing and vulnerability assessments.
  • Mentor and provide guidance to junior QA analysts, fostering professional development.
  • Ensure compliance with industry standards and regulatory frameworks (e.g., NIST, GDPR, HIPAA).
  • Communicate effectively with cross-functional teams to ensure alignment on quality, security objectives, and timelines.
  • Provide leadership, coaching, and/or mentoring to a subordinate group.
  • Able to work and lead in a project team setting while also able to complete tasks individually within the provided timeline or as needed, accelerated timeline to meet the desired timeframe.
  • Ensure compliance with industry best practices, quality standard, and regulatory requirements.
  • Create a Community of Practice with an emphasis on automation.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor’s degree and at least four years of job-related experience.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
  • Legally authorized to work in the United States without the need for current or future visa sponsorship, including F-1 STEM OPT extensions.

Preferred Knowledge, Skills, and Abilities Needed

  • Degree in computer science, computer engineering, software development, information technology or related field
  • Experience with testing methodology, including user acceptance testing (UAT)
  • Experience with testing framework technology (Selenium, Cucumber, JUnit, etc.)
  • Knowledge of defect tracking systems (Jira, Bugzilla, etc.)
  • Previous Software Quality Analysis leadership experience.

Physical Demands and Work Conditions

  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness
  • Hearing abilities required for general and phone communication, signals, and machine sounds
  • Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills
  • Assignments may require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing to assist county employees
  • Physical activity may include repeated bending, stooping, reaching, frequent wrist and finger manipulation to complete computer work, and occasionally pushing carts to transport equipment
  • Regular lifting of 20-50 lbs. while moving materials.
  • Equipment used includes computers, phones, and standard office equipment in addition to IT maintenance equipment depending on assignment
  • IT maintenance equipment may include but is not limited to hand and power tools, electrical and electronic installation and testing tools/instruments, and personal protective equipment
  • Occasional travel to other county work sites as needed
  • Travel between work sites may require driving a county vehicle and/or a personal vehicle
