Job Summary:

The Senior Software Engineer will lead the research, design, and development of COBOL-based software solutions for the HQARS system. This role demands expertise in mainframe environments, legacy system modernization, and adherence to secure, high-performance coding practices. The engineer will oversee all phases of system development, ensuring compliance with technical and operational requirements.

Key Responsibilities:

• Conduct research, design, and development of computer software.
• Apply principles and techniques from computer science, engineering, and mathematics.
• Perform high-level systems analysis, design, development, integration, documentation, and application software implementation.
• Lead and participate in all phases of system development, focusing on analysis, evaluation, integration, testing, and acceptance.
• Analyze software requirements to determine feasibility within time and cost constraints and ensure quality of services for HQARS tasks.

Skills/Qualifications Required:

• Active secret clearance.
• Bachelor’s degree in computer science, engineering, or related field (master’s preferred).
• 8+ years in COBOL development and mainframe systems.
• 5+ years in DB2/Oracle database design, optimization, and querying.
• Strong proficiency in COBOL programming, debugging, and maintaining legacy systems.
• Senior-level knowledge and experience in:
• Java / Java Scripting
• STRUTS / STRUTS2 framework
• HTML / XHTML

• Capability Maturity Model (CMM)
