Job summary

NYC Citywide Administrative Services (DCAS IT) seeks a Computer Systems Manager to design and deliver enterprise Azure/Microsoft Dynamics 365 CRM solutions across NYC agencies. Lead architecture, configuration, and integration efforts to meet citywide requirements.

You will mentor engineers, set coding standards, and ensure security, reliability, and performance while coordinating with non-technical stakeholders and overseeing production support.

Qualifications

  • Master’s degree in computer science with 3+ years of IT experience including applications development, systems development, data communications, or data processing.
  • Bachelor’s degree with 4+ years of relevant experience in IT and applications development.
  • High school diploma or equivalent with 6+ years of progressive IT experience including supervisory responsibilities.

Responsibilities

  • Design and implement scalable, secure, high-performance solutions on the Microsoft Azure stack and within Dynamics 365 CRM.
  • Own the technical direction of enterprise .NET and Dynamics 365 CRM configurations and integrations.
  • Lead solution architecture, driving Dynamics 365 CRM configuration and customization using out-of-the-box features and custom development.
  • Mentor junior and mid-level developers through code reviews and technical guidance.
  • Build and maintain integrations between Dynamics 365 CRM, enterprise systems, RESTful APIs, and Azure services.
  • Implement and maintain CI/CD pipelines and automate development and deployment processes.
  • Conduct requirements gathering and collaborate with non-technical stakeholders.
  • Perform QA testing, write unit/integration tests, and identify performance issues.
  • Scale applications and ensure performance to meet SLAs and business needs.
  • Provide production support and maintain documentation and standards.

DCAS Information Technology works in conjunction with the NYC Office of Technology and Innovation (OTI) on the daily management and support of the DCAS computer network. DCAS IT team members are responsible for the agencies software and hardware needs, the development and maintenance of applications, maintenance of the DCAS internet and intranet (DCASConnect) sites, the DCAS Help Desk, telecommunications services and equipment for DCAS employees, and the Cyber Security program to thwart any attempts at unauthorized access to the network.

As the Unified Procurement Cloud moves into production, DCAS requires a dedicated CRM Developer to provide ongoing support, maintenance, enhancements, and system oversight. Without this role, the agency risks delays in issue resolution, reduced system stability, and increased reliance on external resources. This position will ensure the platform remains secure, reliable, and aligned with Citywide business and technology needs.

Responsibilities
  • Design and implement scalable, secure, and high-performance solutions on the Microsoft Azure technology stack and within Microsoft Dynamics 365 CRM.
  • Own the technical direction of enterprise.NET and Dynamics 365 CRM solutions across configuration, customization, and integration layers.
  • Lead solution architecture, driving Dynamics 365 CRM configuration and customization using out-of-the box features and custom development.
  • Lead architectural reviews and establish coding standards and best practices across the development team.
  • Mentor junior and mid-level developers through code reviews, pair programming, and technical guidance.
  • Independently translate complex business requirements into technical designs and actionable development tasks.
  • Build and maintain integrations between Dynamics 365 CRM, enterprise systems, RESTful APIs, and Azure services.
  • Implement and maintain CI/CD pipelines and automate development and deployment processes.
  • Conduct requirements gathering and collaborate effectively with non-technical stakeholders.
  • Perform quality assurance testing, write unit and integration tests, and identify bugs and performance issues.
  • Scale applications and optimize performance to meet business requirements and SLAs.
  • Lead the successful delivery, maintenance, and long-term enhancement of production systems.
  • Perform user support and application maintenance for critical citywide systems.
  • Produce and maintain technical documentation and contribute to the agency’s broader IT standards.
  • Research emerging technologies and recommend solutions aligned with agency goals and security standards.
  • Provide production support, troubleshoot issues, and ensure system stability and reliability.

Only permanent employees in the civil service title of Computer Systems Manager, a comparable title, and those that are reachable on the civil service list are eligible to apply.

COMPUTER SYSTEMS MANAGER - 1005D
Minimum Qualifications
  • A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
  • A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
  • A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
  • A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
Preferred Skills
  • Agile/Scrum development practices and experience with tools such as Jira or Azure DevOps
  • Experience with data integration and ETL processes familiarity with Azure Data Factory or SSIS
  • Experience with AI/ML integration, including Azure OpenAI, Cognitive Services, or similar
  • Familiarity with Microsoft Copilot Studio or other low-code/no-code AI orchestration tools
  • Knowledge of NoSQL databases such as Azure Cosmos DB or MongoDB
  • Experience with RPA tooling such as Power Automate Desktop or UiPath
  • Knowledge of WCAG accessibility standards and Section 508 compliance
