This position is responsible for developing and managing integrated master schedules, leading schedule risk assessments, evaluating project impacts, and providing executive-level reporting to support strategic program delivery.

The Senior Scheduler serves as the lead scheduling authority for complex, multi-project programs and works closely with executive leadership, project managers, consultants, contractors, utilities, permitting agencies, and partner jurisdictions to ensure projects are delivered in accordance with approved schedules, budgets, and recovery milestones. The ideal candidate possesses extensive experience in program-level scheduling, delay analysis, critical path management, and capital project controls within large public-sector infrastructure and construction environments.

Responsibilities
  • Lead the development, implementation, and maintenance of integrated master program schedules encompassing planning, design, permitting, procurement, construction, commissioning, and project close-out activities.
  • Establish scheduling standards, methodologies, reporting protocols, and project controls procedures for recovery and rebuild programs.
  • Develop and maintain critical path method (CPM) schedules for multiple concurrent capital projects and ensure alignment among project schedules, funding milestones, and program objectives.
  • Manage program-level schedule integration across multiple projects, agencies, utility providers, contractors, and stakeholder groups.
  • Analyze schedule performance and identify critical path activities, near-critical paths, constraints, float erosion, schedule variances, and risks.
  • Lead schedule risk assessments and develop recovery strategies, mitigation plans, and what-if analyses to address potential delays and project impacts.
  • Review and approve contractor baseline schedules, monthly updates, recovery schedules, and schedule forecasts for compliance with contract requirements and industry best practices.
  • Evaluate and negotiate time extension requests, schedule impacts, delay claims, and Time Impact Analyses (TIA).
  • Perform forensic schedule analysis and provide recommendations regarding entitlement, causation, and mitigation of delays.
  • Support earned value management, cost-loaded scheduling, cash-flow forecasting, and resource planning activities.
  • Coordinate with Project Managers, consultants, contractors, permitting agencies, utility companies, and partner jurisdictions to identify project interdependencies and scheduling constraints.
  • Prepare and present schedule analyses, forecasts, risk assessments, and recommendations to executive leadership and key stakeholders.
  • Monitor schedule compliance across the program and ensure consistency with funding requirements, contractual obligations, and project delivery objectives.
  • Support disaster recovery and rebuilding initiatives by establishing schedule governance processes and accelerating project delivery strategies where necessary.

  • Education background in Construction Management, Civil Engineering, Architecture, or related field.
  • Ability to develop critical path method (CPM) baseline schedules and maintain them through regular updates.
  • Ability to build and maintain an integrated master program schedule across multiple concurrent projects.
  • Skilled in reviewing contractor baseline schedules, monthly updates, and recovery schedules for compliance with contract requirements; incorporation of other schedule impact factors, such as community meetings, partner agency concurrent work, and funding sources.
  • Ability to prepare and evaluate time impact analyses and delay claims.
  • Ability to perform resource loading and cost loading, and to support earned value reporting.
  • Ability to produce clear schedule narratives, look-ahead schedules, milestone reports, and executive-level summaries
  • Effective oral and written communication skills, including presenting schedule status to management.
