Qualifications

Responsibilities

• Develop and manage detailed CPM schedules (baseline, updates, as-built) using Primavera P6 for multiple projects.
• Analyze critical path and assess schedule impacts due to delays, changes, and field conditions.
• Conduct TIAs and forensic schedule evaluations to support delay claims.
• Review contractor baseline schedules, updates, narratives, and recovery strategies for accuracy.
• Prepare earned value and schedule performance reports to measure progress and forecast performance.
• Identify schedule risks and develop proactive mitigation strategies.

Position Summary

The Senior Scheduler/Claims Analyst will provide high-level scheduling oversight and forensic analysis for capital improvement and public works projects. This role requires a subject matter expert with deep knowledge of CPM scheduling, time impact analysis (TIA), and claim evaluation under multiple delivery models (Design-Bid-Build, CMAR, and Design-Build). The ideal candidate will have 10 to 15 years of progressive experience in scheduling, claims, and project controls within municipal, transportation, or utility projects.

Key Responsibilities

• Develop and manage detailed CPM schedules (baseline, updates, and as-built) using Primavera P6 for multiple concurrent projects
• Establish logic-driven schedules with resource and cost loading, ensuring alignment with project milestones and objectives
• Analyze and monitor critical path activities and assess schedule impacts due to delays, design changes, and field conditions
• Conduct Time Impact Analyses (TIAs) and forensic schedule evaluations to support delay claims and contract modifications
• Review and assess contractor-submitted baseline schedules, updates, narratives, and recovery strategies for accuracy and compliance
• Identify entitlement, causation, and quantification of schedule impacts and prepare technical reports to support dispute resolution
• Support claim documentation, expert witness reports, and litigation/arbitration with clear narratives and schedule exhibits
• Collaborate with project managers, estimators, contract administrators, and field staff to gather documentation and validate claims
• Prepare earned value and schedule performance reports to measure progress against budget and forecast future performance
• Identify schedule-related risks and develop proactive mitigation strategies; adjust plans as necessary to reflect changing conditions
• Facilitate communication of schedule concerns, delays, and recovery options to clients, contractors, and agency stakeholders
• Guide and mentor junior schedulers, and ensure internal QA/QC across all schedule-related deliverables
• Standardize and promote scheduling best practices across programs to ensure consistency, transparency, and compliance
• Review project documentation (daily reports, RFIs, submittals, change orders) to support forensic research and claims substantiation.

Qualifications

• Minimum 10 years of experience in construction scheduling and claims analysis
• Expert-level proficiency in Primavera P6 and advanced schedule logic
• Strong background in public works, infrastructure, or heavy civil projects
• Experience with delay and disruption claims, time entitlement assessments, and contract analysis
• Excellent report writing, analytical, and presentation skills and the ability to present scheduling information to technical teams and executives.
• Familiarity with Southern California public agencies/municipalities
• Working knowledge of construction contracts, including AIA, DBIA, Caltrans Standard Specs
• Bachelor’s degree in construction management, Engineering, or related field (Master’s or JD is a plus)
