WSP USA is seeking a ROW Program Manager/Project Manager to lead ROW project execution, field operations, budgeting, client communication, and regulatory coordination across multiple states including LA, TX, OK, and AR. This role emphasizes land rights, permits, and compliance with company procedures.

The successful candidate will oversee staff, schedules, risk management, and data integrity while maintaining strong client relations and adherence to regulatory requirements.

Qualifications

  • Minimum of 7 years of experience in right‑of‑way, project management, or related field.
  • Knowledge of IRWA practices, real estate law, and regulatory permitting processes.
  • Additional education, licenses, or certifications (e.g., IRWA training) may be considered in meeting experience requirements.
  • ERCOT, SPP, SWEPCO, varying voltages of electric transmission, and large‑scale experience is a plus.

Responsibilities

  • Oversee office and staff operations; hire and release field team members as needed.
  • Develop and manage project schedules, budgets, forecasts, and performance metrics.
  • Monitor progress and prepare status reports, dashboards, and risk assessments.
  • Coordinate with regulators and clients to ensure objectives and approvals are met.
  • Oversee land acquisition, rights‑of‑way, easements, leases, and permits for transmission facilities.
  • Ensure compliance with legal documents, title guidelines, and environmental requirements.
