Job summary

County of Ventura is seeking a Revenue Cycle Manager for Behavioral Health to lead billing operations across Inpatient, Outpatient Mental Health, and Substance Use Disorder services. You will oversee AR, reimbursement processes, and compliance, guiding staff and collaborating with internal and external teams to improve revenue performance.

The role requires extensive experience with Medi-Cal, Drug Medi-Cal, Medicare, and EHR systems, with a focus on process improvements, accuracy, and timely

Qualifications

• Bachelor’s degree in business administration, healthcare administration, finance, accounting, public administration, or a related field.
• 4 years of progressively responsible experience managing healthcare revenue cycle operations, including patient access, billing, coding, claims processing, accounts receivable, denials management, or reimbursement analysis
• 3 years in a lead or supervisory capacity
• 5 or more years' experience with Short-Doyle Medi-Cal, Drug Medi-Cal, Medicare, and other payer billing and reimbursement processes
• 3 or more years’ experience working within an Electronic Health Record system (NetSmart, SmartCare, Cerner a plus)

Responsibilities

• Plans, organizes, coordinates, and supervises the activities of administrative, technical, and operational staff within the Behavioral Health Revenue Cycle division.
• Provides guidance to managers and staff on revenue cycle policies, procedures, and operational issues; interprets and applies applicable County policies, payer requirements, and government regulations.
• Develops, reviews, and updates Revenue Cycle policies and procedures to promote operational efficiency, compliance, and effective reimbursement practices.
• Reviews billing workflows and processes to improve claim accuracy, timeliness of claim submission, revenue integrity, and overall reimbursement performance.
• Monitors and implements regulatory, payer, and industry changes impacting behavioral health billing and reimbursement requirements.
• Oversees the preparation and analysis of revenue cycle reports, financial data, and performance metrics to identify trends and opportunities for improvement.
