Qualifications

The North Carolina State Lottery Commission is seeking a Senior Regulatory Investigator to lead complex investigations into fraud, potential licensing violations, and integrity threats across regulated sports wagering and gaming operations. Responsibilities:
  • Conduct highly complex and sensitive investigations involving potential violations of gaming laws, Commission rules, licensing requirements, fraud, integrity concerns, responsible gaming issues, cyber security incidents, geolocation matters, and other areas of regulated gaming
  • Mentor and train investigators by providing guidance on investigative strategies, evidence collection, interview techniques, report writing, case management procedures, application of regulatory requirements, and industry best practices
  • Assist management in prioritizing and coordinating investigative activities, monitoring case progress, and identifying matters requiring escalation to management
  • Review investigative reports, case summaries, and related documents for completeness, consistency, and adherence to Division policies and established investigative standards
  • Conduct interviews, gather and analyze evidence, prepare investigative findings, and maintain complete and accurate case records
  • Prepare detailed case summaries, investigative reports, and recommendations regarding potential enforcement or corrective actions
  • Identify emerging trends, patterns of noncompliance, and potential regulatory risks and make recommendations to management regarding process improvements, policy changes, and enforcement strategies
  • Assist in the development, implementation, and continuous improvement of investigative policies, procedures, templates, and best practices
  • Coordinate with law enforcement agencies and make referrals when criminal activity is identified.
  • Support law enforcement and sports governing bodies in their investigations of criminal and integrity-related matters by facilitating the transmission of wagering data as appropriate under the law
  • Testify and present investigative findings during administrative proceedings, judicial proceedings, and Commission meetings, as necessary.
  • Assist management in tracking and reporting investigative metrics, trends, and operational performance measures
  • Stay inform of industry developments, emerging technologies, and evolving threats affecting regulated gaming operations
Requirements:
  • Bachelor’s degree in criminal justice, accounting, finance, information systems, public administration, or a related field and five (5) years of progressively responsible investigative, compliance, audit, law enforcement, or regulatory experience; or the equivalent combination of education and experience.
  • Experience in the gaming industry, technical or financial regulation, white collar law enforcement, or other highly regulated industry is preferred.
  • Extensive knowledge of investigative principles, evidence gathering techniques (including digital evidence), interview methodologies, and report preparation.
  • Ability to independently conduct complex investigations and make sound judgments in sensitive and rapidly evolving situations.
  • Ability to clearly communicate findings and prepare concise, thorough, and defensible investigation reports.
  • Strong analytical and problem-solving skills with the ability to identify patterns, asses risk, and recommend appropriate regulatory action.
  • Thorough understanding of the gaming industry, gaming technologies, and state and federal gaming laws and regulations, or demonstrated ability to rapidly acquire such knowledge.
  • Ability to establish and maintain effective working relationships with licensees, attorneys, law enforcement agencies, regulators, and internal stakeholders.
  • Ability to train, coach, and provide constructive guidance to investigative staff.
  • Ability to exercise sound discretion and maintain confidentiality of sensitive information.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong organizational and time management skills with the ability to manage multiple assignments and shifting priorities.
  • Proficiency in Microsoft Office Suite and the ability to learn case management and data analytics software systems.
Preferred Certifications and Licenses:
  • Certified AFC Investigator, Professional Certified Investigator, Certified Fraud Examiner, Certified Internal Auditor, Certified Information Systems Auditor, or Certified Gaming Compliance Specialist

Hiring Range: $79,418 – 95,000 (depending on experience)

North Carolina residency required; this position may be eligible for partial telework.
