Job summary

M&J Engineering, D.P.C. seeks a Program Manager / Project Manager / Construction Manager to develop IFB, RFP, and SOW documents for WMATA task orders and provide engineering support for WMATA system maintenance and rehabilitation.

The role ensures safety, reliability and compliance of all structure assets with WMATA standards, and includes field monitoring, project controls, and coordination with stakeholders.

Qualifications

• Bachelor’s degree in civil engineering or related field.
• Professional Engineer license for DC/VA/MD.
• 10+ years of Construction Engineering experience, incl. rail transit.
• 15+ years of program management experience preferred.
• 5+ years in transit/transportation projects on multiple task orders.
• Experience managing large-scale, multi-stakeholder programs.
• Familiarity with WMATA Design Criteria and standards.
• OSHA 10-hour certification within six months; RWP training within six months.

Responsibilities

• Lead planning, execution, and delivery of large-scale rail infrastructure programs.
• Develop and implement program management plans (scope, budget, timeline, resources).
• Coordinate with PMs, engineers, contractors, consultants, stakeholders.
• Monitor progress, identify risks, and implement mitigation strategies.
• Oversee integration of components and maintain alignment with goals.
• Provide leadership to project teams and foster high performance.
• Prepare and present detailed status reports to WMATA leadership.
• Ensure compliance with WMATA standards, regulations, and design criteria.
• Stay current with technologies to enhance program outcomes.
• Conduct site checks, field tasks, and materials testing.
• Allocate resources and manage project schedules; coordinate with vendors.
• Facilitate training and support project teams and end-users.
• Serve as WMATA’s representative for assigned task orders.
• Maintain stakeholder relationships with WMATA leadership and agencies.
• Review drawings for projects adjacent to WMATA property; design reviews.
• Develop cost estimates and projections; support cost controls.
• Ensure facilities are not damaged during construction.
• Document processes and logs using Procore; submit daily logs.
• Support WMATA VP with research, QA, scheduling, and project controls.
• On-call SMEs assist with scheduling and emergencies as needed.
• Perform other duties as assigned by WMATA’s Task Manager.
