Job summary

Luster seeks Quality Managers to support large heavy civil programs across highways, bridges, transit, aviation, and water projects. You will run the quality assurance program, audit adherence to QC plans, and ensure nonconformances close efficiently within ISO 9001:2015 framework.

Ideal candidates bring 10+ years in quality management for large projects, familiarity with QC/QA documentation, and experience auditing and driving corrective actions to closure.

Qualifications

• Bachelor’s degree in civil engineering, construction management, construction engineering, or quality management, or related field.
• 10+ years of quality management experience for large (> $500M), complex heavy-civil projects.
• Experience developing QA documentation aligned to ISO 9001:2015.
• Experience leading QA audits and driving nonconformances to closure.
• Experience reading drawings, specs, and codes (ASTM, ACI, AWS).
• Experience with QA software (Kahua, Unifier, e-Builder, Primavera P6) and MS Office.

Responsibilities

• Develop and maintain the QMS for the program aligned to ISO 9001:2015.
• Review QC plans and ITPs to meet contract requirements before work begins.
• Audit programs against approved plans and verify practice matches documentation.
• Oversee nonconformance reporting from ID to disposition and closure.
• Verify materials testing and independent assurance are performed and traceable.
• Coordinate quality surveillance across all disciplines on the program.
• Evaluate design quality by reviewer checks and submittal readiness.
• Lead root cause analysis and drive corrective actions to closure.
• Analyze quality data and report trends and open nonconformances.
• Deliver quality orientation and training to staff and designers.
