Job summary

Office of the Director of National Intelligence (ODNI) is seeking a GS-14 level professional in the ODNI OIG Office of Audits (OAI) and Inspections to provide quality assurance over independent audits, inspections, and evaluations for the Intelligence Community. The role ensures compliance with GAO auditing standards and CIGIE quality standards while managing policy and records management within OAI.

Qualifications

• Extensive knowledge of auditing concepts, principles, practices, and techniques to ensure audits are timely and of technical quality in conformance with Government Auditing Standards.
• Extensive knowledge of inspection and evaluation concepts, principles and techniques to ensure inspections, reviews, and evaluations are timely and of technical quality in conformance to Council of the Inspectors General on Integrity and Efficiency standards.
• Demonstrated analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop expert recommendations based on qualitative and quantitative data.
• Strong ability to present information in a succinct and organized manner in memoranda, reports, or other written documents, which may include technical material, that is appropriate for the intended audience.
• Expresses information effectively to individuals or groups; makes clear and convincing oral presentations; listens and responds appropriately.
• Ability to foster trust within the IC OIG and with colleagues, partners, and stakeholders; lead by example and work well in a team.
• Demonstrated interpersonal skills to coordinate and collaborate with ODNI and other Offices of the Inspector General internal and external to the IC.

Responsibilities

• Provide OAI leadership with advice on handbook and policy development that meet applicable standards.
• Strengthen reports and findings to ensure recommendations are adequately supported and meet standards.
• Perform a quality assurance function to help detect fraud, waste, and abuse and ensure reports reflect facts.
• Oversee the team obtaining reliable evidence to provide a basis for opinions.
• Review completed audit, inspection, and evaluation reports.
• Make recommendations for report and product improvements.
• Set internal standards and policies for the quality assurance program and identify improvement opportunities.
• Liaise for external peer reviews; lead IC OIG-led external peer reviews.
