Job summary

Texas School for the Blind & Visually Impaired is seeking a Purchaser III/IV to manage requisitions, purchase orders, and vendor compliance within the Procurement Department. The role emphasizes adherence to state contracts, bids, and regulatory requirements while ensuring timely delivery of goods and services.

The ideal candidate brings three years of purchasing experience, CAPPS proficiency, and strong MS Office/Google Suite skills to support campus operations and maintain internal controls.

Qualifications

• Graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field.
• Minimum of three (3) years of experience in purchasing/contracting.
• Experience with State Issued Payment Card management.
• Experience with Centralized Accounting and Payroll/Personnel System (CAPPS).
• Experience using Microsoft Office applications to include Word and Excel and Google Suite.

Responsibilities

• Manage requisitions and purchase orders for merchandise, supplies, and equipment using guidelines, rules, policies, and laws.
• Determine appropriate Centralized Masters Bidders List vendors to solicit or select state term contract vendors.
• Initiate, approve, and process emergency purchases.
• Track the status of requisitions and prepare, review, and track purchase orders through to close out.
• Prepare and review solicitation documentation and ensure specifications and compliance requirements are included.
• Prepare and review bids and orders to verify accuracy and best value.
• Audit invoices and checks for accuracy, receipt of material, and compliance with purchase orders.
• Monitor legal and regulatory requirements pertaining to purchasing and procurement.
• Communicate with requesters, accounting, and vendors to ensure timely delivery of goods and services.
