GENERAL DESCRIPTION:

The primary purpose of this position is to investigate all cases of communicable disease (including outbreaks) reported to the health department by providers, hospitals, laboratories, colleges, schools, universities, daycare centers, and other healthcare facilities and organizations. Responsibilities include reporting confirmed and suspected cases and outbreaks to the NC Division of Public Health, ensuring appropriate control measures are implemented, and educating the community and healthcare providers about communicable diseases.

DUTIES AND RESPONSIBILITIES:

  • Investigate reportable communicable diseases, including outbreaks and rabies.
  • Maintain compliance with state mandates regarding disease reporting using NCEDSS system.
  • Stay informed about NC Public Health laws concerning disease reporting.
  • Apply epidemiologic principles to case investigations, including outbreaks, and adhere to all program policies.
  • Serve as a liaison to provide education to community partners.
  • Collaborate with other departments during outbreak investigations and communicate with healthcare providers for case information.
  • Analyze communicable disease data to identify community trends and educational needs.
  • Provide nursing services and health support in other community health programs as needed.
  • Respond to public health emergencies as required.
  • Perform related tasks as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to work independently and exercise sound nursing judgment.
  • Accurate record-keeping and interpretation of medical information.
  • Strong verbal and written communication skills.
  • Knowledge of nursing practices, public health principles, and available resources.
  • Ability to coordinate work and work collaboratively with others.
  • Good judgment and tactful communication skills.
  • Computer proficiency for documentation and communication.

MINIMUM EDUCATION AND EXPERIENCE:

  • Graduation from an accredited nursing program and one year of professional nursing experience.

SPECIAL CERTIFICATIONS AND LICENSES:

  • Current RN license in North Carolina.

EMERGENCY PREPAREDNESS:

Work hours are typically 8:30 AM to 5:00 PM. Employees may be called upon at any time to respond to public health emergencies, including outbreak investigations, staffing clinics, or disaster relief.

All employees must comply with vaccination and screening policies, including MMR, varicella, Tdap, TB testing, and Hepatitis B as applicable.
