Senior Proposal Writer / Manager A. Harold and Associates, LLC is currently seeking a Senior Proposal Writer / Manager. The Senior Proposal Writer / Manager will have full responsibility for the preparation and compliance for proposals. The position will support responses to RFPs, RFQs, RFIs, and some oral presentations across the organization.

Essential job functions include organizing the complete proposal schedule for initial submission, follow-on orals, questions and answers discussions, amendments or change pages, modifications, and Final Proposal Revisions (FPRs). The successful candidate will have a strong interest in writing proposals and helping to manage the Proposal Team and process.

Key success factors include commitment to on-time performance; experience developing and managing proposals; management of internal and external resources; coordination of inputs, reviews, and strategy implementation; and problem resolution. The ideal candidate will be a critical thinker, fast learner, able to coordinate and manage proposal meetings and volumes, and respond well to team feedback and critique.

This is a remote opportunity based out of Jacksonville, FL, with occasional travel required.

Essential Job Duties and Responsibilities :
  • Lead small, medium, and large, complex, must-win multidisciplinary pursuits from capture to interview.
  • Coordinate activities involved in the development and revision of proposals, including information solicitation from functional departments.
  • Lead and contribute to writing proposal sections such as cover letters, executive summaries, past performance, management approaches, and resumes/staffing.
  • Develop cross-reference matrices and roadmaps; identify specific tasks, responsibilities, and schedules.
  • Review and approve recommendations from Proposal Team members.
  • Research and analyze historical data to support proposals.
  • Create compliant outlines for proposal volumes per solicitation instructions and overall strategy.
  • Lead proposal kickoff meetings and color reviews, acting as a reviewer with institutional knowledge.
  • Develop and coordinate Color Team reviews, ensuring feedback is incorporated.
  • Aid in developing RFP/Bid requirements to ensure compliance and responsiveness.
  • Ensure accuracy and quality of final work products, including compliance, editing, validation, and layout.
  • Coordinate with Proposal Production for final proposal packaging and delivery.
  • Produce high-quality proposal content and ensure on-time delivery.
  • Oversee overall compliance of Proposal Products.
  • Develop technical and past performance volumes.
  • Translate capture intelligence into themes, discriminators, strategies, and other proposal elements.
  • Participate in Go/No-Go and capture strategies, supporting planning and positioning activities.
  • Collaborate with leadership on strategy development and review preparations.
  • Participate in strategic planning and client feedback analysis for continuous improvement.
  • Manage proposal/project filing, version control, and document organization.
  • Familiarity with top IDIQs and project managers in relevant sectors.
  • Mentor and train Proposal Team members on proposal processes.
  • Other duties as assigned.
Minimum Education & Experience :
  • Bachelor's Degree in Business Administration or related field (Master's preferred); equivalent experience considered.
  • Minimum 8 years of relevant experience.
  • Experience in winning Federal work, especially for the Department of Defense (US Air Force, Navy, etc.).
  • Understanding of proposal and presentation best practices/tools.
  • Strong proposal writing and editing skills, with knowledge of grammar and style.
  • Ability to manage multiple projects, follow up, and complete tasks.
  • Proven scheduling and planning skills.
  • Strong knowledge of MS Office and desktop publishing software.
  • Professional demeanor and interpersonal skills; ability to work independently and in teams.
  • Strong leadership qualities.
  • Must be a U.S. Citizen.
Preferred Education & Experience :
  • 10+ years of related experience.
  • Leadership experience in multi-disciplinary or multi-geography Federal proposals valued over $10 million.
  • Knowledge of collaborative tools (Microsoft Teams, SharePoint, etc.), CRM, FAR, Shipley Proposal Process.
  • Prior training experience is a plus.
