Job summary

Maximus seeks a Senior Manager of Proposal Writing to lead nationwide Medicaid proposals for State and Local Health and Human Services programs. You will guide multiple projects, translate SME inputs into persuasive narratives, and craft essential sections such as win themes and executive summaries.

You will mentor junior writers, ensure compliant content, and collaborate with cross-functional teams to deliver high-quality proposals.

Qualifications

• 7+ years of relevant professional experience; Medicaid proposal writing experience required (5+ years within 7 years).
• Ability to gather information from SMEs and translate complex technical details into compelling content.
• Strong interviewing skills to extract information from subject matter experts.
• Proven ability to produce original writing (not AI-only content).
• Experience drafting detailed solution approaches for client-facing narratives.
• Ability to manage multiple assignments with short turnaround times.
• Strong collaboration skills with diverse teams; capable of handling feedback.

Responsibilities

• Oversee multiple proposal projects and ensure alignment with business goals and deadlines.
• Develop high-level proposal strategies and win themes.
• Lead relationships with stakeholders and participate in client meetings to support proposals.
• Craft executive summaries and key sections that highlight strengths and capabilities.
• Mentor junior writers and support proposal development processes.
• Interpret RFPs/RFQs/IFBs to determine requirements and strategy.
• Collaborate with sales, marketing, technical experts, and designers to produce proposals.
