Job summary

ManpowerGroup is seeking a Non-IT Project/Program Manager III for a large-scale manufacturing facility project in Portland, OR. You will support the PMO, coordinate governance, reporting, and the full project lifecycle from planning through commissioning.

The ideal candidate has a Bachelor's in engineering/construction/business/PM, 5+ years in PMO or project controls, and strong scheduling, cost tracking, and reporting skills using MS Project, Excel, PowerPoint, Teams, and SharePoint.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Business, Project Management, or a related field.
• 5+ years of experience in PMO, project controls, project coordination, or project management.
• Experience supporting large capital, manufacturing, industrial, engineering, facility, or construction projects.
• Strong understanding of project scheduling, cost tracking, forecasting, risk management, and project reporting.
• Strong proficiency in Microsoft Project, Excel, PowerPoint, Teams, and SharePoint, with the ability to produce concise, decision-ready materials.

Responsibilities

• Coordinate project controls, governance, reporting, and overall project execution across the full project lifecycle.
• Develop and maintain integrated project schedules, milestones, dependencies, critical-path activities, and recovery plans.
• Support budgeting and cost tracking, including CAPEX/OPEX forecasting, commitments, accruals, and variance analysis.
• Consolidate schedule, cost, risk, and progress information into clear dashboards and executive-level reporting.
• Maintain and drive follow-up of action items, decisions, risks, issues, and change requests, ensuring closure.
