Job summary

Artheon Albany seeks a Program Manager to lead municipal water and wastewater project delivery, from planning through construction. You will act as the main technical and client contact and guide design teams in a growing practice in the Capital District.

You bring a PE in NY, 10+ years in municipal water/wastewater engineering, and strong experience with grant programs and procurement. The role includes budgeting, mentoring staff, and coordinating with regulatory bodies.

Qualifications

• B.S. in Civil or Environmental Engineering is required.
• Professional Engineer license in New York State is required.
• 10+ years in municipal water and wastewater engineering with 8+ years of project management responsibility.
• Experience preparing and managing grant-funded infrastructure projects.

Responsibilities

• Manage a portfolio of municipal water and wastewater projects from planning and design through construction.
• Serve as the primary technical and client contact on assigned projects.
• Prepare and oversee engineering reports, design calculations, specifications, and cost estimates for water supply, treatment and distribution and for wastewater treatment and collection projects.
• Coordinate compliance with NYSDOH, DEC, and EFC requirements, along with grant and funding programs such as GIGP, DWSRF, CDBG, and USDA.
• Supervise, mentor, and develop project engineers and design staff assigned to your projects.
• Manage project budgets, schedules, and contracts, including construction administration.
