Job Summary:Performs difficult professional work in planning, organizing, managing, implementing, and evaluating projects according to project management principles and methods; prepares designs, plans, specifications, estimates and reports; and performs other related duties as required.
Examples of Duties:(The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).
- Oversees all project components from conception to implementation;
- Works directly with project staff and consultants to ensure that resources are appropriately utilized throughout project phases and that the implementation schedule is managed to include operational changes and updates;
- Visits work sites in order to monitor project progress;
- Requests and allocates the appropriate resources needed for timely completion of all phases, upgrades and modifications;
- Participates in discussions with stakeholders to determine what functionality needs to be maintained or updated;
- Communicates effectively with all stakeholders to ensure adherence to project expectations, milestones, and deliverables;
- Conducts procurement procedures to hire consultants and contractors as required; manages contracts to ensure that contractors are performing in accordance with contractual commitments and obligations;
- Manages oversight of all project tools, information, and document libraries;
- Coordinates functional management activities, which may include business process analysis and re-engineering;
- Maintains records and documentation pertaining to project decisions and significant modifications to the design and/or implementation of the project;
- Coordinates and manages end-user testing; facilitates the development, implementation, and communication of new policies and procedures;
- Provides advisory support to stakeholders and project staff;
- Serves as a resource to community organizations and others concerned with project implementation and potential impacts;
- May supervise other departmental staff and project managers; and
- Performs other related duties as assigned.
Minimum Qualifications:Training and Experience Preferred:
A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in project management, public administration, business administration or a field pertinent to the department's program and activities, and
- four (4) years of specialized experience.
Qualifying Specialized Work Experience:
Professional work experience planning, directing, managing, monitoring and evaluating projects. Such experience must include determining project goals, scope, deliverables, timelines, costs and resources; leading project teams; administering budgets and contracts; tracking project progress to ensure that milestones are met on time and within budget; documenting project progress; and identifying metrics for project evaluation.
Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent).
