OBJECTIVEOFROLE:

TheprimaryobjectiveofthisengagementistoserveastheLeadPMfortheimplementationandenhancementofseverallarge,criticalITprojectsforDDAP.OnekeyprojectwillbetheiSMART(akaTrainingManagementSystem(TMS)replacement)alongwithcontinuedsupportoftheWebInfrastructureforTreatments(WITS)product.

OPERATIONALREQUIREMENTS:

TheProjectManagerdirects,administers,manages,andfacilitatesanenhancement,re-engineeringofabusinessprocessoradevelopmentalproject.ThePMistheindividualultimatelyresponsiblefortheDDAPprogramimplementation.ThePM’sprimaryresponsibilityistodrivetheentireeffortfromstarttofinish.ThePMmustensurethattheprojectiscompletedonschedule,withinthedefinedbudgetandthatthefinalproductmeetsthebusiness,technical,andestablishedqualityrequirements.

Theselectedcontractormustbefamiliarwiththefive(5)phasesalongwithinputs/outputsidentifiedbytheProjectManagementInstitute(PMI)thatcombinetoturnaprojectideaintoaworkingproduct.ThePMwillneedtorelyontheirprovenexperienceleadingprojectstoasuccessfulimplementation,andtheirjudgment,toplanandaccomplishgoals.StronginterpersonalskillsarerequiredwhenconsultingwiththeprogramareaandvariousITteamstodefinerequirementsandtoanalyzeandresolveproblems,ensuringcollaborationandagreementwithrecommendedsolutions.

KEYRESPONSIBILTIES:

SupporttheEnterpriseELSPMfortheELSinitiativebymanagingtheDDAPworkadheringtothetimeline/scheduleestablishedwithinputfromtheDDAParea.

Direct,administer,manage,andfacilitateenhancements,businessprocessreengineeringordevelopmentofahighpriorityandhigh-profilecommonwealthtechnologyprojectofstrategicimportance.

Accountableforactivitieswithexcessdeliverycyclesof8to12months.

Manage,coordinate,andestablishprioritiesforthecompletelifecycleofprojectsincludingtheplanning,design,programming,testing,andimplementationofbusinesssolutionsdesignedtomeetrequirementsofvariousdepartmentsinthecommonwealth

Workswithteamleadstoadjustandreviseprojectestimateswhennecessary.

Accountablefortheapprovalandsign-offoftheProjectManagementPlanwithcustomerrepresentatives,andallaffectedprojectstakeholders.

Designprojectplans,whichidentifyneedsanddefinemajortasksandmilestones,basedonscope,resources,budget,andpersonnel.

Ensurethattasksprovidevalueandsupportthestrategicdirectionoftheprojectandmeetservicecommitments.

Monitorprojectmilestonesandphasesandtakecorrectiveactionasneededtoensuretheprojectisonschedule.

Notifyteammembersofprojecttimelines,milestones,phases,workrequests,targetdates,andapprovedexecutableworkpackages.

Responsibletoscheduleormonitorstatusreviews,projectmanagementinspections,andsoftwarequalityassuranceworkproductandprocessreviewswiththeappropriatestakeholders.

Analyzeanddistributereportsonprojectmetricsassociatedwithworkitemsrelatedtoimprovementmeasures.

EnsureallchangestoscopefollowprocessesoutlinedintheChangeManagementPlanandaredocumented.

Create,review,andobtainapprovaloftheCommunicationPlanandDeliverablesMatrixtoensureeffectivecommunicationwithallstakeholdersandmanagement.

FollowHHSDCITPMOmethodologytoensureconsistencythroughoutITandtheprogramareasbyreviewingtheprojectstandardsandprocedureswithprojectteammembers.

ProvideinputandsupportforcontinualimprovementwithintheHHSDCITPMOtobetterservicetheHHSDCsupportedprogramareas.

Mentorlessexperiencedprojectmanagementprojectstafftobuildoverallunderstandingofprojectmanagement,whenneeded.

WorkcloselywithHHSDCITApplication,DataWarehouse,Informatics,SolutionManagement,Networking,SecurityandServiceManagementteams,asrequired,identifyingtasksfortheprojectscheduletosupporttheimplementation.

FacilitatediscussionsbetweenITareasandvendorswithfocusonsolution(s)toensuretheneeds/requirementsoftheprogramareaareachieved.
