Job summary

StarTekk is looking for an experienced Project Manager III to lead large-scale Child Support systems initiatives in Madison, WI. This role will bridge business and technical teams, driving PMO support and governance across complex programs.

You will oversee projects using Waterfall, Agile, and Hybrid methods, manage risks and communication, and coordinate with state/federal reporting requirements while leveraging tools like Azure DevOps, JIRA, and MS Project.

Qualifications

• 15+ years of project management with detailed workplans and PM tools.
• Experience in requirements gathering, analysis, and design documentation.
• Experience with Unit Testing, System Testing, and UAT support.
• Team management experience including task assignment and tracking.
• Excellent verbal and written communication skills.
• Experience with Azure DevOps, JIRA, MS Project, Excel, Word, and Outlook.
• Technical background supporting CICS/DB2/COBOL/JCL/Mainframe and .NET applications.
• Experience with SQL, SPUFI, QMF, File Manager, Debugger, or equivalent tools.
• Knowledge of change management tools such as Changeman, Control-M, or JIRA Service Management.
• 5+ years knowledge of Child Support System Certification.
• 2+ years experience executing and documenting Test Decks for IV-D System Certification.
• 5+ years experience in Financial and/or Case Management Child Support Systems development and maintenance.
• Experience managing large, complex mainframe and web app development projects.
• Experience with Agile, Waterfall, and Hybrid Agile methodologies.
• Strong experience in risk and issue management, resource allocation, status reporting, PMO support, communication plans, and stakeholder coordination.
• Experience managing multi-year projects with state and federal reporting requirements.
• Team management expertise with task creation/assignment/tracking.
• Knowledge of PMI project management framework and industry-standard practices.

Responsibilities

• Manage large-scale Child Support systems projects within a government environment.
• Coordinate between business and technical teams and provide PMO support, risk management, communication planning, and resource tracking.
• Oversee multiple projects using Waterfall, Agile, and Hybrid methodologies.
• Support PMO governance, stakeholder coordination, and reporting to state/federal entities.
