Position Summary: The Senior Project Manager, IT Solution Delivery (ITSD) Student Information Systems will oversee the planning, organizing, development, and implementation of Division of Instructional and Information Technology (DIIT) managed initiatives related to management information processing systems, programs, and projects. This position works with the Chief Product Officer’s (CPO) office to ensure adherence to governance guidelines and oversee and prioritize the delivery and implementation of IT initiatives. The Senior Project Manager will be accountable for IT projects involving multifunctional local and regional teams and will be responsible for defining project scope and project requirements, building business cases, and overseeing and prioritizing the delivery and implementation of technology solutions. Performs related work.

Key Relationships: Interacts with all levels of business, information technology, and project teams to facilitate problem resolution and the resolution of competing priorities.
Responsibilities
- Directs and oversees the Project Management Life Cycle (PMLC) within the Student Information Systems team, which encompasses the planning, organizing, and managing of resources required for the successful completion of specific Student Information Systems projects goals and objectives in the areas of Student Attendance, Enrollment, Grades & Exams, Scheduling, Programming & Services, etc.
- Develops detailed project plans, establishing milestones, defining the resources required, and coordinating all project activities with Student Information Systems business owners/stakeholders and technical teams.
- Partners with Student Information Systems technical leads to direct and oversee the Software Development Life Cycle (SDLC), which encompasses establishing a logical process in developing and enhancing student information systems including modernized Student Information Systems modules such as Grades, Attendance, Enrollment as well as legacy systems which will result in the production of a highly qualified system that meets or exceed expectations within time and cost estimates.
- Works effectively and efficiently in the current and planned Information technology infrastructure.
- Conducts scoping sessions and assists in the creation of work and proposal statements. This may include providing technical approaches, tasks, deliverables, work estimates, assumptions, dependencies, etc.
- Evaluates the scope and complexity of Student Information Systems projects, programs, and implements the necessary resources to ensure adherence to policies and procedures. This includes preparing detailed project plans, allocating staff, and establishing budget requirements.
- Develops and monitors schedules to ensure that projects are completed within established deadlines.
- Leads status meetings, tracks, and maintains detailed issues and risks lists, and prepares appropriate project meeting minutes and status reports. Meets regularly with other related application support areas to ensure that integration issues are identified and addressed.
- Identifies project risks/issues and mitigation strategies and communicates risk/issue status updates to stakeholders.
- Assists with project methodology deployment, process reengineering, and evaluation procedures in the areas of Student Attendance, Enrollment, Grades & Exams, Scheduling, Programming & Services, etc.
- Interfaces with all levels of business, technical management staff, and project teams to facilitate problem-solving and competing priorities resolution.
- Develops business cases and technology sections of RFIs and RFPs and performs discovery and feasibility studies on new projects under evaluation.
Qualification Requirements
Minimum
- A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks; at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or
- A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or
- A four-year high school diploma or its educational equivalent approved by a State’s department of education or recognized accrediting organization and six years of experience as described in "1" above; or
- A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State’s department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in "1" above.
NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
Preferred
- Experience in project management, risk analysis, earned value management, critical chain planning, and buffer management.
- Experience utilizing Business Analysis and Project Management Techniques, SCRUM and Agile Development Methodologies, and Sprint delivery.
- Experience acting as an Issuing Entity regarding project status, meetings, reporting requirements, and scope changes.
- Knowledge of agency standards and procedures, security and control methods and systems. Ability to direct the work of others in a complex environment, coordinate activities and resources within or between units, and assess and evaluate the performance of projects already in process.
- Strong interpersonal, communication, leadership skills, motivation, decisiveness, flexibility, and sound business judgment.
- Strong spoken and written communication skills; ability to communicate clearly and persuasively.
- A clear vision of current and emerging trends in technology.
- Strong and effective planning and problem-solving abilities, and technical expertise.
- Knowledge of instructional design and project management concepts and experience in the development and implementation of student information systems.
- Project Management Professional (PMP) certification and/or Certified Scrum Master (CSM).
Salary: $107,476 - $148,829
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
