Job summary

City of Philadelphia is seeking a Senior Project Manager to lead the strategy, policy and planning for expanding the city’s public preschool system. This role reports to the Chief of Early Childhood Education and drives priority setting, cross‑department collaboration, and program implementation.

You will oversee enrollment coordination with School District, 300+ centers, and families, map supply and demand, and safeguard equity and outcomes for children and families.

Qualifications

  • Bachelor’s degree in Education, Policy, Strategic Management, or similar field required.
  • Master’s degree in related field preferred.
  • At least 5 years of overall professional experience.
  • 2+ years of experience in strategic planning.
  • Early Childhood experience preferred.
  • Knowledge of Pennsylvania’s Quality Rating System, Keystone STARS.
  • Ability to manage cross-departmental projects with senior stakeholders.

Responsibilities

  • Establishing and managing priorities for the city’s public preschool sector.
  • Aligning priorities with the selection process of local centers receiving funding and supports.
  • Managing centralized enrollment with the School District, a fiscal fiduciary, 300+ centers, and families.
  • Mapping supply, demand, utilization, quality, and related factors.
  • Lead planning sessions and decisions with senior stakeholders to ensure timely delivery.
