Job summary

Naval Nuclear Laboratory is seeking an experienced Project Manager to lead programs with multiple integrated projects, defining and planning tasks to meet objectives. Responsibilities include staffing, scope definition, cost management, subcontractor oversight, risk mitigation, and stakeholder integration.

The role emphasizes delivering Carrier and Fleet Programs planning, budgeting, and execution, along with fund management and financial oversight across sites.

Qualifications

  • Bachelor's degree from an accredited college or university and a minimum of 6 years of relevant experience; or Master's degree from an accredited college or university in a related field and a minimum of 4 years of relevant experience.

Responsibilities

  • Creating and maintaining the Carrier and Fleet Programs Team infrastructure
  • Obtaining necessary resources to staff and support the Program
  • Defining Program scope and work breakdown structure
  • Evaluating change requests and approving or rejecting as appropriate
  • Managing overall costs versus budget
  • Managing subcontracted relationships
  • Identifying and mitigating project risks
  • Interfacing with and integrating the efforts of stakeholders, support personnel and line management to ensure project objectives are achieved
  • Oversight of Carrier and Fleet Programs planning, budgeting, and execution
  • Source of Fund management, Financial Process management, monitoring and oversight of Newport News Propulsion and Reactor Engineering Planning Yard financial performance.

The successful candidate will be responsible for managing projects or programs with multiple integrated projects including defining, planning, and ensuring execution of all tasks necessary to meet project objectives. Specific duties include:

Required Combination Of Knowledge And Skill

Preferred Skills
  • Experience collaborating with NR, NNL project offices, and major suppliers.
  • Experience with the NNL business cycle including the PSB process, confirmation and TWP processes.
  • Experience with oversight of shipyard work
  • Experience with SOF coordination
  • Experience with NNL Financial Systems processes such as charge code management, deliverable creation, and DCR submittals

Pay Range

$86,100.00 - $134,600.00 annually

Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A. Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation's submarine and aircraft carrier Fleets. The Naval Nuclear Laboratory is a national asset solely dedicated to the Naval Nuclear Propulsion Program. We rely on the dedication and innovation of our nearly 8000 engineers, scientists, technicians, and support personnel.
