Role: Project Manager – Mobile Telecommunications Deployments
Location: Richardson, TX or Harrisburg, PA (Hybrid, but 3 days a week in office)

Position Overview
Seeking an experienced Project Manager to lead customer mobile telecommunications solution deployments following contract execution, as well as selected internal projects.
The Project Manager will have end-to-end responsibility for project planning, execution, coordination, risk management, delivery governance, stakeholder communication, and operational handover. The role will work closely with Sales, Pre-Sales/Solution Architecture, Engineering, Network Operations, customers, vendors, and other internal stakeholders to ensure projects are delivered on time, on budget, and to agreed quality standards.
Key Responsibilities
Project Planning & Delivery
- Plan, manage, and lead complex, long-duration internal and customer projects, ensuring delivery is on time and within budget.
- Participate in the formal project handover following contract execution, receiving:
- Signed Statements of Work (SOWs)
- Approved network architecture
- Delivery assumptions
- Project requirements from Sales and Pre-Sales/Solution Architecture
- Review project scope, dependencies, risks, assumptions, and resource requirements to confirm delivery readiness.
- Identify and formally raise scope, resource, technical, schedule, or commercial discrepancies before project initiation.
- Lead formal project initiation activities, including:
- Project objectives
- Milestones
- Resource requirements
- Project governance
- Ensure project plans and delivery activities remain aligned with contractual commitments and company objectives.
- Coordinate with Engineering and Pre-Sales/Solution Architecture to ensure the appropriate technical design process is followed.
- Ensure High-Level Designs (HLDs) and Low-Level Designs (LLDs) are developed by Engineering after the Solution Architect has finalized the customer solution architecture and before the solution design is frozen.
- Ensure HLDs and LLDs receive appropriate peer review by the Pre-Sales/Solution Architect before final design approval.
- Coordinate engineering activities, dependencies, and technical deliverables throughout the project lifecycle.
- Ensure technical decisions, assumptions, and design changes are properly documented and communicated to relevant stakeholders.
Project Governance & Reporting
- Produce and maintain core project documentation, including:
- Project Initiation Documentation (PID)
- Dependency trackers
- Action-item logs
- Track project progress, budget consumption, resource utilization, milestones, and deliverables using approved project management methodologies and tools.
- Facilitate regular internal and customer project meetings.
- Provide clear and accurate project status reporting to management, customers, and internal stakeholders.
- Provide weekly management updates, including project schedules, Gantt charts, milestones, open tasks, risks, issues, and required actions.
- Track project-related time entries for all assigned personnel using internal tracking tools.
- Proactively identify project risks, dependencies, constraints, and potential delivery impacts.
- Develop and maintain mitigation and contingency plans.
- Escalate significant risks, issues, and deviations through the appropriate governance channels.
- Maintain accurate risk and issue registers throughout the project lifecycle.
- Ensure decisions and corrective actions are documented and followed through to resolution.
- Establish and maintain effective working relationships with customers, vendors, Sales, Pre-Sales, Engineering, NOC, and other internal teams.
- Maintain consistent and professional communication throughout the project lifecycle.
- Manage customer expectations regarding scope, schedule, deliverables, dependencies, risks, and changes.
- Coordinate distributed teams and cross-functional resources to maintain project momentum.
- Build trusting relationships with customers and partners while maintaining clear project accountability.
Operational Handover & Closeout
- Ensure all project deliverables are fully documented before operational handover.
- Coordinate formal transition of completed solutions to the Network Operations Center (NOC) or designated operational owners.
- Ensure operational handover packages include, as applicable:
- Acceptance criteria
- Operational procedures
- Support playbooks
- Network information
- Support-readiness requirements
- Lead post-implementation reviews and project closeout activities.
- Capture lessons learned and identify opportunities to improve future deployment efficiency, quality, and scalability.
Process & Continuous Improvement
- Work with the Director, Project Management to continuously improve:
- Governance frameworks
- Project templates
- Reporting standards
- Delivery tools
- Deployment methodologies
- Identify opportunities to improve project execution speed, quality, consistency, and scalability.
- Maintain and develop technical awareness of Limitless Mobile's platforms, services, network architecture, and deployment models.
- Apply lessons learned across projects to improve future customer deployments.

Required / Desired Experience & Qualifications
- 3–5+ years of project management experience within mobile telecommunications, wireless, networking, or related technology environments.
- Demonstrated experience managing complex customer technology deployments from project initiation through operational handover.
- PMP, PRINCE2, or comparable recognized project management training/certification preferred.
- Experience using project management tools such as:
- Microsoft Project
- Jira
- Smartsheet
- Microsoft Planner
- Working knowledge of 4G/LTE and 5G network architectures, including 5G NSA and SA.
- Working understanding of:
- IP networking
- Signaling protocols
- OSS/BSS platforms
- SIP
- VoLTE
- VoNR
- Understanding of mobile network roaming relationships and functions with other Mobile Network Operators (MNOs).
- Experience managing projects involving integrated hardware and software solutions.
- Experience working with Engineering, Solution Architecture, Sales, Operations, vendors, and customers.
- Demonstrated ability to successfully manage distributed teams in a fast-paced environment.
- Strong written, verbal, presentation, and stakeholder-management skills.
- Strong understanding of project schedules, dependencies, resource planning, budgets, risks, issues, and change management.
Preferred Experience
- Experience managing 5G Standalone (5G SA) deployments.
- Experience with Private Enterprise Networks and enterprise wireless deployments.
- Experience with mobile core, IMS, VoLTE/VoNR, roaming, or related mobile network technologies.
- Experience working in a startup or high-growth telecommunications environment.
- Experience developing or improving project management processes and delivery governance.
