Job summary

Consolidated Nuclear Security in Oak Ridge, TN is seeking a Senior Project Estimator to support estimate execution from inception through completion. You will collaborate with the Estimating Manager to develop feasible plans, consolidate components, review scales, and ensure quality and readiness of bid packages.

The ideal candidate has a BS or MS in engineering/science/information technology with several years in estimating, cost and price analysis, and exposure to EPC methods, risk assessment,

What You'll Do

The following duties are performed, with respect to Estimate Execution supporting the Estimating Manager, with the development of estimates from inception through completion:

  • Supports estimators in development of an achievable estimate plan, inclusive of budget, and supports the estimating team in executing estimates
  • Coordinates the consolidation of estimate components and supports preparation of proposal cost volumes and bid forms
  • Reviews estimates and ensures quality and integrity
  • Supports Estimators in preparation of basis and assumption documentation, and ensures lessons learned are incorporated
  • Supports the review of scoping documents, design or Request for Proposal (RFP) scope criteria, and quantities for completeness and reasonableness, and coordinates with the project team to develop additional estimating basis when information is incomplete
  • Helps in establishing and reviewing the conceptual scopes of estimates and studies when definition is not available through demonstrated ability to conceptualize the design of the finished product
  • Supports bid evaluation of cost and schedule criteria and prepares bid evaluations; may participate in discussions with vendors
  • Prepares non-manual, distributable or contractors' indirect cost estimates, developing basis for temporary facilities, miscellaneous construction services, construction tools and equipment, non‑manual staffing, startup services, payroll taxes and insurance, camp facilities and operation, and other field costs
  • Assists in presenting the estimate’s management review package to the estimate team, department management, and business line management; schedules internal and external reviews when needed
  • Performs and reviews escalation calculations for estimates of complex jobs
  • Identifies ways to mitigate risk; assesses the uncertainties associated with productivity, material pricing, wage rates, and quantity variation
  • Supports development of estimating standards and procedures
  • Develops and presents training in areas of expertise for courses and on‑the‑job training
  • Performs analysis on received commercial data
  • Prepares cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons; develops new techniques as required to meet specific needs
  • Analyzes cost/price data from suppliers/subcontractors, cost processors, engineering progress and performance, and quantity installation progress and performance, with the ability to generate comparative data (historical costs and other metrics) as part of the cost/price analysis
  • Tracks estimate status from initial estimate request through project execution

  • Or Master's degree in engineering/science/information technology discipline: Minimum 2 years of relevant experience.
Preferred Job Requirements
  • Demonstrated intermediate-to-advanced understanding of Estimating core processes, requiring minimal direction and supervision
  • Knowledge of estimating software tools
  • Experience in price to win strategies and/or leading/supporting estimates during proposal bids
  • Advanced knowledge of EPC estimating methods, processes, and procedures; understanding of estimate types, classifications, and components
  • Specific understanding of detail level estimates and design packages
  • Significant knowledge of and experience in quantity takeoffs, statistical analysis, and cost and price analysis, life cycle analysis, and management of personnel
  • Skill in understanding and implementing technical discipline processes, engineering drawings, quantity determinations, and mathematical and financial reports
  • Advanced knowledge of construction methods and techniques in area of specialization, and a general understanding of other disciplines
  • Familiarity with engineering and construction codes and standards
  • Thorough understanding of cost index and escalation projection sources
  • Understanding and ability to contribute to risk and contingency assessments
  • Proficiency in Microsoft software applications (Word, Excel, PowerPoint)
  • Skill in oral and written communications, including presentation skills and ability to address a group of supervisors
  • Demonstrated ability to work with people of varied backgrounds and objectives
