Job summary

The CSU Turnover/Handover Coordinator at Y-12 National Security Complex reports to the Startup Director for assigned projects and directs CSU testing packages from Construction turnover until Handover to Production Operations.

You will develop CSU packages, conduct system walkdowns with internal teams and clients, and manage punch lists to ensure operability and acceptance criteria are met for full production.

Qualifications

  • Bachelor's or higher degree in engineering or related field.
  • DOE O 426.2A compliance knowledge or equivalent experience.
  • Experience overseeing multiple assignments and coordinating with internal/external teams.

Responsibilities

  • Report to the Startup Director and manage CSU testing packages from Construction turnover to Production Operations.
  • Develop turnover packages and scoping drawings; coordinate system walkdowns and punch lists.
  • Scribe, input and track punch list items; ensure inspection records are complete.
  • Coordinate with construction management on priorities and strategies; support data-driven decision making.
  • Develop CSU program procedures and interface with CSU/Construction methods.

What You'll Do

The CSU Turnover/Handover coordinator reports to the Startup Director for assigned projects and schedule direction. CSU Turnover coordinator manages CSU testing packages from the Construction turnover until Handover to Production Operations. This effort provides a high level of confidence operability will be achieved for equipment and systems and ensures that acceptance criteria and requirements are met to progress the Project toward full production. CSU Turnover coordinator also develops CSU packages, scoping drawings, participates in system turnover walkdowns for both Construction and Client turnovers, and initiates, tracks and resolves punchlist items for assigned areas of responsibility.

  • Develops firm understanding of system, area scoping, and drawings required for package development.
  • Builds system and area turnover packages both digitally and physically for turnover to CSU or Operations/Customer, including CSU/ Construction drawings and sketches.
  • Schedules system and area walkdowns and coordinates with construction, CSU, and Operations as applicable.
  • Prepares turnover packages, leads system and area walkdowns
  • Scribes all punch list items that arise on walkdowns for input into the punch list tracking system.
  • Inputs punch list items and maintains punch list tracking system.
  • Manages punch list and ensure affected testing is clearly identified
  • Leverages data and creates reporting for strategy development and decision making
  • Coordinates with construction management on priorities and strategies for subcontracted work: scheduling walkdowns, validating punch list, ensuring inspection records are complete
  • Coordinates with direct hire supervision, develops firm understanding of system, area scoping, and drawings required for package development
  • Develops CSU program procedures and interfaces in planning CSU/Construction methods and procedures
  • Works with construction for field purchases

Minimum Job Requirements
  • Bachelor's Degree
  • OR Master's Degree
  • In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related scientific major 2 years job-related, and 1-year nuclear experience; or a DOE O 426.2A alternative).
Preferred Job Requirements
  • Bachelor's degree and 1-2 years of relevant experience or 4-5 years of relevant work experience
  • Demonstrated ability to oversee, prioritize, and execute multiple assignments involving multiple internal and external organization
  • Strong communication skills
  • Working knowledge of P&IDs, Single Line Diagrams and Civil/Structural drawings
  • Computer literate in word processing, spreadsheet, and database applications
  • Knowledge of organized Construction Labor and Building Trades. Self-starter who can manage multiple projects/tasks with minimal supervisor direction and work well within a team.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
