This position involves managing capital programs related to linear assets, from inception to completion, with significant impacts on operational, financial, regulatory, and reputational objectives.

The candidate will work closely with engineering and operations teams, ensuring project delivery aligns with success criteria such as operational performance, budget, schedule, and compliance.

Primary Duties and Responsibilities

• Manage $10M-$20M annual water/wastewater programs, including project identification, design, pilot testing, and funding approval.
• Develop technical, bidding, and contractual documents following corporate guidelines, including negotiations.
• Ensure standards related to technical, environmental health, safety, and security are incorporated into designs.
• Collaborate with operations to meet operational, compliance, and safety goals.
• Coordinate with planning and hydraulic software to prioritize projects and meet system needs.
• Manage environmental and governmental permitting processes.
• Oversee construction management to ensure timely completion, budget adherence, and standards compliance.
• Enhance project delivery efficiency through monitoring metrics and procurement methods.
• Report monthly on project financials and progress to management.
• Contribute to engineering standards and support operational assessments.
• Manage 2-6 direct reports effectively.

Qualifications

• Bachelor's Degree in Civil or Environmental Engineering or related field; experience may substitute.
• Minimum 10 years managing water/wastewater projects, including design and construction.
• Proven leadership in managing diverse teams.

Skills and Abilities

• Proficiency in hydraulic modeling software (e.g., WaterGEMS).
• Strong project management and communication skills.
• Experience with alternative project delivery and contracting methods.
• Budget and risk management skills.
• Ability to manage multiple projects simultaneously.

Certifications

• Professional Engineer (PE) license required.
• PMP certification is a plus.
