Job summary

Accura Engineering & Consulting Services, Inc is seeking a Senior Project Engineer for a federal project location at F.E. Warren AFB, Cheyenne, WY. The role requires strong structural engineering leadership and civil-technical advisory skills.

You will review complex designs, manage contract modifications, and ensure compliance with RF shielding and ICD 705 standards. A Wyoming PE license and 10+ years of federal project experience are expected, with thorough safety and quality oversight.

Qualifications

• Bachelor's Degree in Engineering, preferably in Structural Engineering.
• Current Professional Engineer license within the State of Wyoming.
• Minimum of 10 years’ experience as structural engineer on large complex multimillion dollar federal construction projects.
• Experience with Radio Frequency (RF) Shield and ICD 705 construction requirements.
• Knowledge of and experience with High Altitude Electromagnetic Pulse (HEMP) design and construction requirements.

Responsibilities

• Serves as technical expert and advisor for control of structural systems and related features for federal construction projects.
• Performs advisory, consulting and review duties involving structural systems problems or non-compliance.
• Review contract documents, including plans and specifications, during design for constructability, non-compliance, issue identification and contract clarity.
• Participates in all phases of the contract modification process; assists in preparation of scopes of work for RFPs, estimates, contractor proposals, and contract modification docs.
• Assist with project inspections, quality assurance, contract administration and providing technical expertise.
• Documents reviews and analyzes contractor plans and submittals for approval and comments.
• Prepares correspondence regarding Contractor performance, REAs, RFIs and other technical issues.
• Prepares both partial and final payment estimates including measurement of quantities and progress.
• Review and provide technical assistance with HEMP Shielding, RF Shield and ICD 705 requirements.
• Monitors scheduled progress and informs project team of potential delays.
• Executes RFI and Submittal reviews and coordinates with designers and specialists.

Duties/Responsibilities:

• Serves as technical expert and advisor for control of structural systems and related features for federal construction projects.
• Performs advisory, consulting and review duties involving structural systems problems or non-compliance
• Review contract documents, including plans and specifications, during design for constructability, non-compliance, issue identification and contract clarity.
• Participates in all phases of the contract modification process. Assists in preparation of scopes of work for RFP's, assists in preparation of government estimates, assists with review of contractor's proposals, and prepares contract modification documentation.
• Will assist with project inspections, quality assurance, contract administration and providing technical expertise.
• Documents reviews and analyzes contractor plans and technical submittals for approvalaction, including progress schedules, environmental, safety and quality control programs, certifications and shop drawings. Provides comments.
• Prepares correspondence regarding Contractor performance, Requests for Equitable Adjustments (REAs), Requests for Information (RFIs) and other technical issues
• Prepares both partial and final payment estimates including the measurement and computation of pay item quantities, verification of materials on hand, and percentage complete of lump sum items.
• Review and provide technical assistance with HEMP Shielding, Radio Frequency (RF) Shield and ICD 705 construction requirements. Document review and interface with Designer of Record for technical changes or questions.
• Monitors and documents scheduled progress of all construction activities and phases of construction and advises the Resident Engineer, COR, and project team of potential slippage or delay.
• Participates and executes RFI and Submittal reviews, including coordination with the designers, RE, and technical experts and executes responses to the contractor.
• Logs and maintains data as necessary to assist with project management and decision making.

Education/Experience:

• Bachelor's Degree in Engineering, preferably in Structural Engineering
• CurrentProfessional Engineer license within the State of Wyoming
• Minimum of 10 years’ experience as structural engineer on large complex multimillion dollar federal construction projects, preferably USACE and/or Department of Defense
• Experience withRadio Frequency (RF) Shield and ICD 705 construction requirements.
• Knowledge of and experience with High Altitude Electromagnetic Pulse (HEMP)design and construction requirements preferred.
