Accura Engineering & Consulting Services, Inc. is seeking a Senior Project Engineer to oversee complex federal construction projects at F.E. Warren AFB near Cheyenne, WY.

The role emphasizes technical leadership for structural systems, contract reviews, and coordination with designers, contractors, and government stakeholders. A Wyoming PE and 10+ years of experience are preferred.

Qualifications

Responsibilities

• Serves as technical expert and advisor for control of structural systems on federal construction projects.
• Performs advisory, consulting and review duties involving structural systems problems or non-compliance.
• Review contract documents during design for constructability, non-compliance, issue identification and contract clarity.
• Participates in all phases of the contract modification process and assists with scopes of work for RFPs and government estimates.
• Assist with project inspections, quality assurance, contract administration and providing technical expertise.
• Reviews contractor plans and submittals, including pay item quantities and progress percentages.
• Prepares correspondence regarding contractor performance, REAs, RFIs, and other technical issues.
• Generates payment estimates and verifies materials on hand; tracks percentage complete of lump sum items.
• Provides technical assistance with HEMP shielding and ICD 705 construction requirements; interfaces with Designer of Record.
• Monitors scheduled progress of construction activities and notifies team of potential delays.
• Executes RFI and Submittal reviews and responses with designers and contractors.
• Logs and maintains data to aid project management and decision making.

REQUIREMENT- Must be a US Citizen and must pass a federal background review and drug screen

Duties/Responsibilities:

• Serves as technical expert and advisor for control of structural systems and related features for federal construction projects.
• Performs advisory, consulting and review duties involving structural systems problems or non-compliance
• Review contract documents, including plans and specifications, during design for constructability, non-compliance, issue identification and contract clarity.
• Participates in all phases of the contract modification process. Assists in preparation of scopes of work for RFP's, assists in preparation of government estimates, assists with review of contractor's proposals, and prepares contract modification documentation.
• Will assist with project inspections, quality assurance, contract administration and providing technical expertise.
• Documents reviews and analyzes contractor plans and technical submittals for approvalaction, including progress schedules, environmental, safety and quality control programs, certifications and shop drawings. Provides comments.
• Prepares correspondence regarding Contractor performance, Requests for Equitable Adjustments (REAs), Requests for Information (RFIs) and other technical issues
• Prepares both partial and final payment estimates including the measurement and computation of pay item quantities, verification of materials on hand, and percentage complete of lump sum items.
• Review and provide technical assistance with HEMP Shielding, Radio Frequency (RF) Shield and ICD 705 construction requirements. Document review and interface with Designer of Record for technical changes or questions.
• Monitors and documents scheduled progress of all construction activities and phases of construction and advises the Resident Engineer, COR, and project team of potential slippage or delay.
• Participates and executes RFI and Submittal reviews, including coordination with the designers, RE, and technical experts and executes responses to the contractor.
• Logs and maintains data as necessary to assist with project management and decision making.

Education/Experience:

• Bachelor's Degree in Engineering, preferably in Structural Engineering
• Current Professional Engineer license within the State of Wyoming
• Minimum of 10 years’ experience as structural engineer on large complex multimillion dollar federal construction projects, preferably USACE and/or Department of Defense
• Experience with Radio Frequency (RF) Shield and ICD 705 construction requirements.
• Knowledge of and experience with High Altitude Electromagnetic Pulse (HEMP) design and construction requirements preferred.
