Role Overview
This position directs project teams in executing all project controls processes and systems on major or multiple smaller projects. Under limited supervision, it performs the complex aspects of project control activities, ensuring timely and compliant execution of administration, change management, estimating, cost, earned value, and schedule management.
Responsibilities
- Develop scope, schedule, budget, earned value and estimate to complete data for assigned tasks.
- Lead creation of Work Breakdown Structures (WBS) and develop schedules and budget data (including resource loading) for WBS elements.
- Analyze cost data for corrective action and produce defensible estimate to complete projections.
- Assemble and compile schedule and cost data, input into database, provide outputs to project team.
- Analyze schedule progress and performance, identify problems, maintain checks and balances with PM for financial health.
- Consistently estimate accurate completion time of own assignments and coordinate with project team.
- Read and interpret design drawings and perform quantity survey techniques for construction status.
- Lead development and maintenance of periodic status reports (daily, weekly, monthly) to inform management/owner on progress, labor productivity, schedule status, financial analysis, CPR, earned value curves, etc.
- Maintain subsidiary reports such as staffing, release schedules, equipment schedules to facilitate cost projections (EAC).
- Perform detailed variance analysis of cost and schedule performance and present to senior management.
- Develop defensive/offensive positions on project claims and analysis.
- Advise management of risks impacting profit, costs, schedules, and client relations.
- Support PDM trend and change management processes, procedures, and systems.
- Assist PM in following Company Project Delivery Model (PDM).
- Apply and monitor company QA/QC guidelines for project document management.
- Provide technical guidance, mentoring, and career counseling for junior controls staff.
- Provide dedicated non-technical project and administrative support to multiple PMs and team members.
- On-field assignments: assist with quantity tracking and retrieving project data from subcontractors.
- Assist in developing proposals, reviewing RFPs and working with PMs to develop responses and fee estimates.
- Attend project meetings, aid deliverable scheduling and coordination under PM direction.
- Coordinate with PMs to maintain project financials; update Deltek Vantagepoint regularly for accurate ETC.
- Assist PMs in setting up sub-consultant agreements, assisting in approval and execution workflow.
- Monitor coordination with sub-consultants on project documentation and deliverables.
Qualifications
- BSc in Construction Management, Engineering, Project Management, Business or related field (or equivalent).
- 10-15 years of planning/scheduling and cost engineering experience in construction/engineering environment.
- Advanced skills with Primavera P6, Excel, Word; knowledge of COBRA, eBuilder, Microsoft Project, PowerBI preferred.
- Demonstrated knowledge of project control principles and cost engineering concepts (budgeting, monitoring, change orders, forecasting).
- Hands‑on experience setting up basic design and construction schedules; knowledge of physical percent complete calculations.
- Understanding of various contract types (cost ± T&M, FFP) and prime contract interpretation.
- Strong organization, communication, and collaboration in team environments.
