Page Mechanical Group, Inc. seeks a Project Controls Specialist to lead environmental planning, regulatory compliance, permitting, and construction-phase oversight for complex energy infrastructure projects across California and the western US.

This senior role requires 10+ years of California regulatory experience, mastery of CEQA processes, and ability to bring projects to environmental closeout while protecting schedules and budgets. Hybrid work offered.

Qualifications

• Bachelor’s degree in Environmental Planning, Environmental Science, Biology, Natural Resource Management, Urban/Regional Planning, or closely related field. Master’s degree strongly preferred.

Responsibilities

• Develop, maintain, and manage formal project controls for electric transmission projects.
• Create and maintain cost-, resource-, and milestone-driven schedule plans.
• Monitor performance with EVM, EAC, SV, and CV metrics.
• Support construction-phase oversight and track variances and compliance.
• Support project closeout through cost reconciliation and lessons learned.
• Provide project controls guidance and performance reporting to teams.
• Collaborate with project managers, environmental teams, and technical staff on controls deliverables.
• Manage budgets, schedules, and scopes; support proposals.
• Prepare and deliver project controls reports and presentations.
