OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13,000 employees. OIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. OIT is seeking a highly talented individual who can lead technical teams and who maintains and support a variety of applications for our business partners.

Hybrid Work Opportunity

— This position currently has the opportunity to work from home as much as 90% of the time. There is a requirement that the employee be in the office at least once every two weeks and the remote work location must be in the State of Maine.

WHAT WILL YOU DO?
Application Development
  • Design, develop, test, debug, document, and maintain complex application programs and systems.
  • Prepare detailed design specifications for highly complex and large-scale systems.
  • Troubleshoot and resolve system problems to ensure continuous availability and proper functioning of applications.
  • Diagnose and isolate complex application software problems; implement effective solutions considering system capacity, limitations, and desired results.
  • Review code for efficiency, organization, and quality; deliver fully tested deployments.
  • Manage code repository/versioning systems (e.g., GitHub, Subversion) and apply test-driven development practices.
  • Maintain assigned systems, responding to and resolving issues promptly.
Governance
  • Ensure applications comply with MaineIT governance frameworks (architecture, security, data classification, change management, SDLC).
  • Approve architectural decisions, integration patterns, frameworks, and technology stacks.
  • Establish environment structures for development, testing, staging, and production.
  • Maintain documentation for governance reviews (architecture diagrams, data classification ratings, CIA analysis, requirements documentation, system/integration design specs).
  • Ensure secure coding practices, dependency management, and code quality standards.
  • Participate in governance committee discussions, readiness reviews, and compliance assessments as required.
Technical Expertise
  • Work as a senior member of developer teams that are building policy-compliant, sustainable, extensible, and maintainable solutions.
  • Manage solution lifecycle stages (development → test → staging → production) consistent with MaineIT governance requirements.
  • Develop test plans that validate functionality, data classification compliance, and governance adherence.
  • Communicate policy impacts, technical requirements, and project status to stakeholders clearly and effectively.
Platform and Policy Compliance
  • Ensure solutions comply with State of Maine policies (Data Classification, Application Deployment Certification, Configuration Management, Architecture Compliance, Information Security, SDLC, Digital Accessibility, Security Assessment Authorization).
  • Verify data classification for all data used, transmitted, or stored.
  • Ensure proper role-based access control and least-privilege principles.
  • Manage application deployment certification processes for production releases.
  • Coordinate with Security, Enterprise Architecture, and Infrastructure teams for risk assessments, compliance reviews, and audits.
Proposal Assessments and Solution Identification
  • Participate in RFP review committees and serve on technical assessment teams.
  • Evaluate proposed solutions by third party vendors and internal teams for validity and technical viability.
  • Work with disparate stakeholders to identify and document business requirements, outline potential solutions, create architectural and system design documents.

  • Oracle development ecosystem (Oracle APEX, SQL Developer, WebLogic Server).

  • Experience with .NET, C#, C++, ETL, data pipelines, OCI Data Integration, Oracle SOA Suite, or Oracle Integration Cloud is a plus but not required.
MINIMUM QUALIFICATIONS:

Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent. A Masters Degree in Computer Science may be substituted for one (1) year of programming experience.

The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.
